To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list to be considered for permanent appointment to the position. The minimum requirements for taking the examination are: Three months of permanent competitive or 55-b/55-c service as a Principal Drafting Technician (General), Principal Drafting Technician (Structural), Principal Engineering Technician, Principal Engineering Technician (Soils), Mapping Technician 3, Mapping Technologist 1, Senior Engineering Materials Analyst, Senior Engineering Materials Chemist, Materials Testing Specialist 1, and Engineering Geologist.
To be appointed from the eligible list, candidates must have one year of service in the titles described in the minimum qualifications listed above.
Duties Description
Construction Specialists 1 (CS1’s) may be assigned to work in the Regional Construction Office, Regional Large Permit Unit, Remote Project Field Offices, or to the Regional Technical Support Unit.
The duties for candidates assigned to the Regional Technical Support Unit would include general support of geotechnical and material field operations. This may include laboratory and/or field testing, asphalt and concrete plant inspection, precast plant inspection and general support of the Technical Support Unit. This position requires certification in Hot Mix Asphalt Plant Inspection.
At the time of appointment and continuously thereafter, the appointed candidate must be able to demonstrate their ability to meet the travel requirements of the position by maintaining a valid license to operate a motor vehicle in New York State and/or having access to reliable transportation.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
