70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 18 or higher eligible for transfer and determined to be similar by Civil Service.
Some titles eligible for transfer require special qualifications, if applicable the special qualifications are: current certification as a Code Enforcement Official pursuant to Title 19 NYCRR, Part 434 or Part 1208.
PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Code Compliance Specialist 1, the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Code Compliance Specialist 1 exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are:
Current certification as a Code Enforcement Official and six years full-time experience in any combination of the following:
Either 1. The enforcement, inspection, development or teaching of building or fire codes;
Or2. The design of buildings in a position such as a specifications writer, draftsperson, architect or engineer.
Substitution: An associate’s degree in architectural engineering, architecture, civil engineering, construction technology, electrical engineering, fire protection engineering, fire protection technology, or mechanical engineering may substitute for two years of experience; or a bachelor’s degree in one of the specialized fields listed above may substitute for four years of experience.
55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are:

Proficient with Microsoft Office Suite specifically Word, PowerPoint, Outlook and Excel.
Duties Description
The Code Compliance Specialist 1 duties will include but are not limited to the following:
Completion of annual fire safety and property maintenance inspections for existing buildings.
Review of building permit applications and plan reviews.
Inspection of construction work being completed under an issued building permit.
Answer questions and provide technical assistance to local governments and regulated parties.
Investigation of complaints associate with buildings in the custody of the state (within the opted-out local government).
Perform inspections associated with the Division’s regulatory responsibility to perform oversight and ensuring that the local governments who are administering and enforcing the Uniform Codes are fulfilling their obligations in accordance with the regulations.
Perform inspections associated with the Division’s responsibility to manage the Disaster and Emergency Response support statewide.
Develop and provide training to code enforcement officials and local governments.
