NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
Non-Competitive Promotion (NCP) Qualifications: To be eligible for NCP, candidates must be in the Department of State promotion field and have one year or more of permanent, contingent-permanent or 55 b/a service as a Local government Specialist 1. If 3 or fewer qualified Department of State Local Government Specialist 1 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Local Government Specialist 1 without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

55 B/C QUALIFICATIONS:

Duties Description
DUTIES:
The Local Government Specialist 2 duties in Division of Local Government will include but are not limited to the following:
Local Government Training Program: The Local Government Specialist 2 oversees staff for the preparation and conduct of training in land use planning, regulation, procedure, and general local governance for county, municipal, regional, and statewide organizations across New York state and, with those entities, manages the training schedule., with those entities, manages the training schedule.
Technical Assistance: The LGS 2 assists with the fielding of assignments to respond to requests for technical assistance from municipal officials, staff, and the general public, supervising and supporting staff with their responses, and responding directly to local officials, as well.
Publications/Presentations: The LGS 2 oversees and participates in the drafting and revision of support materials and publications for training local officials and staff on statutes and techniques, law and regulatory administration pertaining to land use planning and general local governance; and participates in the management and design of the Division’s website.
Intra and Inter-Agency Cooperation: The LGS 2 maintains and oversees effective working relationships and communication channels for the staff of the Training program and other Division of Local Government programs with other divisions within the Department; among state, regional and local officials; and with municipal membership associations and professional organizations involved in economic development and land use planning and regulation.
Grant Review and Administration: The LGS 2 coordinates the review of grant applications by Training staff and administration of them, as needed.
As a Local Government Specialist 2, you will be expected to oversee and perform the following functions, primarily performed by a Local Government Specialist 1:
draft and deliver training courses to local government officials on land use planning and regulations, community development, municipal operation and management, and opportunities for efficiencies in the delivery of local services;
provide technical assistance on planning and zoning matters, municipal operations management, and local government consolidation to local officials;
draft written materials to guide local officials on comprehensive planning, and land use regulation, consolidation of services, government efficiency, and other management topics;
assist local government officials on implementing long-range planning; facilitating inter-agency cooperation; and identifying, analyzing, and proposing solutions to community development needs;
prepare research and policy recommendations to offer resolutions to programmatic and public policy issues through the development of intergovernmental partnerships and municipal consolidation;
performance measurement to assess the effectiveness of local governments;
assist with the implementation of new policies and plans that affect New York’s local governments; and,
manage community development and local government efficiency projects, including review of grant applications and administration of state contracts for the delivery of local government projects.

This position often works independently in the field and requires regular statewide travel as well as frequent evening hours.
