POLICE DEPARTMENT

Under direction of the Deputy Commissioner, Intelligence and Counterterrorism, with latitude for independent judgement, initiative and decision making, the Assistant Commissioner, Intelligence and Counterterrorism, will oversee several critical commands, including the Intelligence Division, Counterterrorism Division, Public Security Section, Municipal Security Section, Intelligence Operations and Analysis, Critical Response Command, World Trade Center Command, and Lower Manhattan Security Initiative, among others; will manage a team of uniformed and civilian intelligence professionals and provide expert recommendations to the Deputy Commissioner and executive leadership on confidential and complex matters; will work to directly contribute to strategies designed to protect New York City from emerging threats and enhance public safety.
– Evaluates and assesses the urgency and importance of intelligence information, identifies new and unusual threats; highlights intelligence gaps utilizing sensitive local, national and international intelligence gathering databases to obtain information; produces high quality and extremely sensitive intelligence briefs, newsletters, bulletins, and reports; and ensures proper dissemination of communications to safeguard confidential information.
– Advises the Deputy Commissioner, Commanding Officer and executive level personnel on highly confidential and complex special projects and research assignments; prepares detailed briefings and presentations for executive personnel with recommendations for proposed strategies to be implemented to ensure that intelligence activity is prioritized and focused in an efficient way; delivers the analytical products to provide management with informed recommendations for prevention, enforcement and intelligence activity; gathers and summarizes data to provide accurate information for briefs, reports and correspondence to executive level personnel and to report information regarding intelligence research services activities and projects.
– Prepares detailed, comprehensive reports regarding critical, sensitive, and confidential information for dissemination to the highest executive levels of the Police Department; and ensures that intelligence reports meet the national standards required to be included in the Federal Intelligence Stream of Information which is electronically shared by all federal intelligence agencies.
– Attends intelligence and counterterrorism meetings and conferences with other city, state, federal, and foreign law enforcement agencies to share intelligence data, to keep abreast of new and innovative methods of intelligence gathering and explore the use of advanced technologies, and coordinate intelligence initiatives and results, and to address issues surrounding the Department’s efforts to protect the city from future terrorist threats and promote the development of innovative Department policies and procedures.
Minimum Qualifications
Executive level experience in police intelligence operation. Facilitating and directing complex, sensitive national and international criminal and counterterrorism investigations.
Administering fiscal, legal, logistic, risk management, technology for intelligence operations.

Residency Requirement
New York City Residency is required within 90 days of appointment unless the candidate is a current city employee with 2 or more years of continuous city service. Candidates with 2 or more years of continuous city service are permitted to reside within the counties of Nassau, Westchester, Suffolk, Orange, Rockland, or Putnam.
