
NYC HRA/DEPT OF SOCIAL SERVICES
The Office of Budget Administration (OBA) is responsible for the planning, developing and coordination the Agency’s budget and for monitoring Agency’s revenues, expenditures and staffing for all HRA’s programs. The primary responsibility encompasses all social service and administrative programs directly operated and contracted by the Agency. The Administrative Other Than Personal Services (AOTPS) and Capital Budget, is responsible for the development, organization, and analysis of the Responsibility Area/Centers budgetary needs. The Office of Budget Administration also supports the budgetary and financial needs for both HRA and DHS.
The Office of Budget Administration (OBA) is recruiting for one (1) Director of Fiscal Operations M-III to function as the Executive Director for Budget Operations, who will:
Report to the Deputy Commissioner and is responsible for overseeing the operational activities of Budget Directors responsible for the Programmatic Other Than Personal Services (POTPS) budget for the following areas: Medical Insurance & Community Service Administration (MICSA), Program Operations that include: Family Independence Administration (FIA)/Customized Assistance Services (CAS), Investigation, Revenue and Enforcement Administration (IREA), Office of Child Support Services (OCSS), Homelessness Prevention Administration (HPA), Office of Supportive/Affordable Housing and Services (OSAHS) and Shelter Operations-Single Adults, Families with Children, Adult Families and Outreach, Drop In and Reception Services.
Provide recommendations to senior level Agency executives and program staff on major budget issues, critical agency policy initiatives and resource allocations related to the program areas.
Play a pivotal role in managing the financial and budgetary oversight as well as managing the increased daily activities of the expanded department.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in accounting, fiscal controls, or budgeting including one (1) year in a supervisory, administrative, consultative, managerial or executive capacity; or
2. Education and/or experience equivalent to “1” above. However, all candidates must have the one (1) year specialized experience as described in “1” above.
Preferred Skills
Extensive Budget experience.
Strong research, quantitative, and problem-solving skills.
Strong knowledge of MS Office Skills.
Experience reconciling data from FMS using statistical and cost analysis techniques.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
