The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1934 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. NYCHA has over 177,000 apartments in 2,411 buildings across 335 conventional public housing and PACT developments. NYCHA’s Emergency Management & Services Department (EMSD) is charged with preparing, supporting, and/or responding to all emergencies and potential hazards impacting essential services and day-to-day operations, to include large-scaled disasters. EMSD accomplishes this responsibility with a strategic network of public and private partners to ensure the protection of NYCHA’s infrastructure and the preparedness of its stakeholders, both internal and external. EMSD is comprised of three units – Preparedness Unit, Support Unit, and Response Unit.
The EMSD Response Unit, reporting to the Deputy Director of Response, manages all emergency response operations, to include on-scene response and immediate recovery efforts, establishing a centralized command, providing communication and control, and deployment of needed resources to properly address any disruptive event impacting NYCHA stakeholders. EMSD Response is looking for a Response Administrator to oversee both in office and front-line staff responsible for handling response operations within the department during their shift.
The duties of the EMSD Response Administrator include but are not limited to the following:
1. Manage all NYCHA emergency operations, to include staff, resources and authorizing of emergency purchases.
2. Interpret and enforce NYCHA regulations, policies and procedures.
3. Oversee NYCHA’s Emergency Communications Center (ECC), to include EMSD dispatch operations.
4. Ensure the timely response to emergency conditions and disasters at field locations involving major incidents, media/press inquiries.
5. Manage a rotating shift schedule for shift operations staff within the Response Unit to ensure proper coverage needed for a 24/7 operation.
6. Monitor time and attendance of response unit, to include vacations, call outs, excessive lateness, missing swipes, etc.; ensuring disciplinary actions are issued when appropriate.
7. Work with EMSD’s training coordinator to ensure attendance for mandatory trainings, follow up to ensure all staff are compliant.
8. Complete any administrative tasks associated with daily duties and responsibilities as a Response Administrator.
9. Serve as NYCHA’s main point of contact (POC) for any interagency meetings and/or coordination during emergency response operations.

Additional Information:
1. In order to operate a NYCHA vehicle, candidate must possess a valid US driver’s license in good standing (NYCHA does not restrict candidate who possesses a driver license from CT, PA, or NJ).

Minimum Qualifications
1. Seven (7) years of full-time experience including two (2) years in a progressively responsible managerial or administrative capacity, in one or more of the following:
a. the manufacture or storage of explosives or flammables;
b. the development of safety standards for the manufacture or storage of such materials;
c. the inspection of premises where such materials are manufactured, stored or housed to detect potential fire and explosion hazards;
d. the design, installation, operation, repair and testing of sprinkler systems, standpipes, or other fire detection or fire extinguishing systems; or
2. Education and/or experience equivalent to “1” above. Education from an accredited college or technical institution with specialization in fire science technology, chemistry, physics or engineering may be substituted for the general experience requirement on the basis of one year of education (30 credits) for one year of experience. However, all candidates must have the two years managerial or administrative experience described above.
License Requirement: On the date of appointment as an Administrative Fire Protection Inspector, possession of a Driver License valid in the State of New York is required. Class 7 is not acceptable.

1. Working knowledge and technical background in various mechanical and service systems within a residential building. 2. Exercises independent judgement and applies analytical skills to address complex problems. Anticipates potential roadblocks and conflicts, helps to avoid them, addresses them, plans for contingencies knows when to flag issues for escalation. 3. Acts and speaks with discretion, acknowledges that much of the work is sensitive and must respect many kinds of stakeholders, balances caution and conservatism with values of transparency. 4. Ability to work in a high-pressure, team-structured environment and under stringent deadlines, while managing multiple assignments and handle sensitive information. 5. Work experience within a local, state, government, or social institution, to include a Public Housing Authority. 6. Experience working in an emergency management and/or coordination capacity. 7. Working knowledge of NIMS, ICS, and the coordination/management within an Emergency Operations Center. 8. Excellent verbal and written communication skills.
