NYC HOUSING AUTHORITY
Reporting to the Director, duties include but are not limited to the following:
1. Oversee the inspection, maintenance/repair and quality assurance of all boiler and associated heating/hot water and steam distribution equipment citywide.
2. Responsible for planning and executing a yearly program of major overhaul of all NYCHA’s Heating equipment and scheduled inspections.
3. Monitor and review all areas of heating operations to ensure compliance with Authority policies.
4. Conduct regular field inspections to ensure heating plants and related equipment are properly maintained and functioning efficiently.
5. Supervise and deploy staff to emergencies, planned preventive maintenance activities; and prepare after action reports as required.
6. Review work orders, productivity reports to determine trends and track performance.
7. Compile and analyze all performance indicator reports, field inspection surveys to determine best course of action to address long standing deficiencies.
8. Ensure front line supervisors are maintaining replacement heating parts and inventory; establish net reorder points and minimum quantities to be on hand at all times.
9. Assess all equipment for end-of-life cycle replacement within NYCHA’s Capital Plan.
10. Ensure compliance with all regulatory agency requirements.
11. Review heating related contract specifications; make recommendations as needed.
12. Act as NYCHA liaison and collaborate with external stakeholders when necessary.
13. May serve as Acting Director in the absence of the Director when necessary.
Note: Selected candidate should have the flexibility to attend after hours resident meetings and/or oversee after hour emergencies. In addition, this position requires travel throughout the five boroughs and possession of a valid driver’s license.

Minimum Qualifications
1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
Preferred Skills
1. Extensive knowledge in troubleshooting with specialization in space heating of multi-dwelling buildings utilizing various building heat distribution systems. 2. Extensive experience in tank-type and instantaneous water heaters and other related equipment. 3. Excellent administrative, organizational and writing skills. 4. Strategic thinking and ability to make decisions independently. 5. Ability to verbally communicate with stakeholders on technical and complex operational matters. 6. Well versed in Oracle and Maximo / Work Order process. 7. Working knowledge of Microsoft Access, Word and Excel. 8. Ability to read and comprehend building plans and prints. 9. Excellent interpersonal communication skills. 10. Excellent conflict resolution skills.
