NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Office of the Parking Summons Advocate is an independent office within DOF that is charged with ensuring and promoting fairness and integrity in the parking summons dispute resolution process. Reporting directly to the commissioner of the Department of Finance, the Office of the Parking Summons Advocate serves members of the public who wish to dispute, or have disputed, their parking summonses. It is responsible for bridging the gap between the public and DOF staff involved in the adjudication of parking summonses.
The Office of the Parking summons Advocate has an excellent opportunity for a well-organized and motivated individual to serve as a case advocate. The role of the Case Advocate is to assist the general public with their parking/camera summons issues and complaints and perform research to resolve such case advocacy issues. The case advocate will also assist the public who wish to dispute their summons with technical and procedural support.
Duties and responsibilities include, but are not limited to:
Meet with respondents to provide information in preparation for hearings and appeals, explaining the
procedure for disputing summonses, policies, penalties and payment methods and referring summonses with obvious administrative defects to adjudications for review and resolution.
Answer telephone inquiries and emails from respondents, assisting with walk-ins in the business centers, and making initial determinations as to whether matters should be investigated by
the OPSA . Ensuring all cases are inputted on the unit’s tracking system.
Assist with identifying recurrent systemic issues within DOF and external agency processes, procedures and standards and making recommendations for systemic changes.
Participate in internal and external community-based training, outreach & education, projects, and initiatives, as needed.
Travel to DOF business centers in all boroughs as needed to perform OPSA unit duties.
Keep abreast of relevant parking laws, rules, regulations and agency rules, regulations, and changes thereto.
Perform other duties as assigned.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.
Preferred Skills
Proficient in conducting legal research, evaluating the nature of needed assistance and undertaking factual investigations, including reviewing documents and conducting thorough interviews to
resolve/problems.
Ability to communicate, establish rapport and interact with multi-functional teams comprised of attorney and non-attorney staff, as well as members of the public to forge solutions.
Strong computer and data management skills and proficiency with Microsoft Word, Excel and Power Point.
Knowledge of New York City laws, rules, regulations, policies and procedures relevant to the issuance and adjudications of parking/camera summons.
Excellent written, verbal and interpersonal communications skills

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
