The Department of Homeless Services is comprised of 2,000 employees and with an annual operating budget of over $1 billion. DHS is one of the largest organization of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners, DHS works to prevent homelessness before it occurs, reduce street homelessness and assist New Yorkers to transition from shelter into appropriate permanent housing. As it engages in this mission, DHS employs a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
The Department of Homeless Services is recruiting for one (1) Administrative Community Relations Specialist NM-2 to function as DHS Disability Access and Functional Needs (DAFN) Director, who will:
Develop a dedicated team of disability access and functional needs coordinators working in a mobile unit, including remotely and onsite, for all DHS intake and assessment sites.
Supervise the team.
Assist with the creation of regional and program shelter-level DAFN oversight.
Develop disability access training as appropriate for DAFNs to supplement Agency disability orientation training.
Act as a consultant to the Office of the Ombudsman, Office of Disability Affairs, and other DSS and DHS offices on the resolution of complaints regarding disability-related shelter access.
Work with OIT on technical solutions on the tracking of the functional needs of applicants and clients.
Track, monitor, process and implement reasonable accommodations requests (which shall include on-site determinations and resolution, as well as engaging with clinical staff when appropriate).
Work on special projects as needed with the DSS Office of Legal Affairs, DHS Executive Office, DHS Office of the Medical Director, and DHS Capacity Planning & Development as it pertains to applicants and clients with disabilities.
Collaborate with and leverage the resources and expertise of offices across the Department of Social Services and the Human Resource Administration, including but not limited to the Office of Disability Affairs, Customized Assistance Services, and Housing Placement & Program Development.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in “1” above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in “1” above; or
3. Education and/or experience equivalent to “1” or “2” above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in “1” above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in “1” above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in “1” above.
