Duties Description
The Human Resources Specialist 2, Grade 23, will work in the Human Resources Management Section of the Office of Administration and will perform duties that include, but are not limited to:
Preparing or assisting in the preparation of requests for reclassification, title consolidation, establishment of minimum qualifications, increased hiring rates, exam planning, etc.
Supervising and giving clear direction to staff, explaining reasons for decisions, and soliciting co-worker input to maximize group capabilities; Effectively assigning staff, preparing workplans, and empowering staff to make decisions where possible.
Ensuring accurate and timely completion of appointments, promotions, transfers, and reassignments.
Working with assigned offices to identify recruitment needs; Identifying appropriate titles, positions, and eligible lists available to meet Office needs while complying with Civil Service Laws and Division of Budget restrictions and guidelines.
Working as a liaison with the Business Services Center on employee related issues.
Listening to employees and staff and exhibiting an understanding of problems/issues.
Demonstrating knowledge of applicable laws, rules, and regulations governing all aspects of personnel administration, including Civil Service Laws, and negotiated contracts.
Working closely with managers to address labor relation concerns.
Completing special assignments accurately and promptly.
