Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

Program and Job Description:
NYC Department of Health and Mental Hygiene (NYCDOHMH)’s Office of Emergency Preparedness and Response (OEPR)was created to promote DOHMH’s and NYC’s ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR coordinates agency-wide emergency preparedness planning, exercises and training, evaluation of incident response, exercise performance and coordinating with community stakeholders, city, state & federal partners on public health emergency planning and response.
OEPR’s work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. OEPR’s employees are expected to align their work with OEPR’s efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Support DOHMH’s Healthcare System Readiness programs within the Bureau of Healthcare and Community Readiness managing at least 2 direct manager or coordinator reports and up to 8 indirect project management reports.
Provide leadership, strategy, and oversight of the New York City Healthcare Coalition (NYC HCC) and through supervision of program and project managers, have responsibility for the effective management of NYC HCC programs to ensure effective use of funds to develop health care coalition capabilities, and improve preparedness among healthcare coalition partners; assist in setting goals and priorities of the NYC HCC.
Establish and maintain strong stakeholder relationships in the development and implementation of the emergency preparedness and response initiatives for the long-term, urgent care, and ambulatory care sectors in New York City along with key healthcare planning and response partners in support of citywide, grant, and coalition priorities.
Through oversight of the Continuing Care Program, be responsible for establishing the overall strategic direction and program implementation for Long Term Care, Ambulatory, and Telehealth emergency preparedness and planning initiatives.
Develop creative, integrated, equity-focused, and matrixed deliverables and write statements of work for healthcare delivery emergency management strategies in coordination with NYC HCC and agency partners for sub-coalitions and contractors; approve deliverables to ensure high quality, impactful work; ensure submission of documentation required for processing vouchers.
Lead efforts to develop the NYC Healthcare Coalition membership comprised of representatives of healthcare sectors and various coalition types, ensuring progress toward HPP requirements and growth of the NYC HCC’s ability to improve health care system preparedness and recovery in NYC, by: a) ensuring maintenance of NYCHCC foundational documents, b) advising on methods to track and report impact of NYC HCC activities (e.g. summaries of NYC HCC accomplishments and capabilities), c) adopting a strategic and collaborative approach in helping NYC HCC Governance Board achieves its mission and e) developing a plan to maintain effective communication with coalition partners and DOHMH.
Maintain goal of 100 % completion of deliverables and spend-down of funds for assigned partners.
Attend professional development opportunities and cross-training of responsibilities in support of continuity of operations.
Effectively lead large groups of people/team; recognize high performance and hard work; hold people accountable for their work and addresses poor performance; delegate appropriately and accountably.
Contribute to continuous evaluation and improvement of citywide approach to health and medical emergency response including involvement in or directing healthcare delivery system trainings and exercises.
Develop or manage the development of healthcare delivery partner trainings and development of educational and briefing materials to support engagement on critical issues including alternate care sites, crisis standards of care, health equity, incident command, and other critical readiness subjects.
Serve as NYC DOHMH representative to healthcare delivery partners and share Agency input and guidance.
Maintain access to and knowledge of situational awareness systems providing medical intelligence reporting relevant to public health and medical response including those provided by NYS Department of Health, Greater New York Hospital Association, NYC Emergency Management, and other partners.
Provide programmatic oversight of contractors and/or budgets as needed to support Healthcare System Readiness programs.
Serve in leadership roles and staff the Healthcare Systems Support Branch of the NYC DOHMH’s Incident Command System when activated and complete emergency response trainings.
Provide scheduled on-call response capabilities in ICS leadership role.
Serve as on-call Agency Healthcare Liaison or equivalent on-call as a DOHMH agency leader.
Minimum Qual Requirements
1.Master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness/administration, public administration, or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management, emergency medical services, fire or public safety, law enforcement, homeland security, public health, mental health, environmental/occupational health and safety or a related specialized area; or
2.A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in “1” above; or
3.A satisfactory equivalent combination of education and experience. However all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in “1” above.
Preferred Skills
Twenty-four (24) months of experience in a management, supervision, administration, and/or consultancy.
Professional or Board Certification in Project Management, Emergency Management, Public Health, Continuity or related field.
Demonstrable leadership in federal grant program management.
Completion of FEMA IS-100, 200, 700, and 800, as well as ICS-300 and ICS-400 or equivalent.
Experience with stakeholder engagement and project management, including monitoring scopes of work to achieve program goals.
Experience working with the healthcare sector and coordinating projects involving multiple stakeholders.
Experience in healthcare facility (hospital, ambulatory clinic, nursing home, home care, etc.) leadership position and incident management team and/or emergency management committee.
Experience and/or certification in adult education, teaching, or instruction.
Excellent communication (verbal & written) and interpersonal skills.
Strong analytical skills and ability to manage and report complex information.
Experience with data collection, analysis, and interpretation.
Experience with multitasking and analyzing, evaluating, and managing programs and projects, in a high volume, fast paced environment.
Desire to grow professionally, attend training, develop new skills, and willingness to work outside of comfort zone.
Capacity and willingness to learn incident management, project management, and situational awareness software.
Be a pro-active and self-motivated individual with the ability to work in teams.
Proficiency in Microsoft Word, Excel, Outlook, Teams, and PowerPoint.
