OTI’s Franchise Administration and Broadband Division is responsible for both the management of franchise agreements with private telecommunications companies authorized to use the City’s rights-of-way to provide telecommunications services throughout the city and for devising strategies to expand access to affordable broadband and ancillary wrap around services.
The Franchise Administration Division has an opportunity for an experienced Director of Wireless Deployment to oversee the planning, deployment and performance of various mobile telecommunications programs. The Director of Wireless Deployment will coordinate activities focused on the densification and enhancement of LTE and 5G commercial wireless networks by City franchisees.
Reporting to the Executive Director for Franchise Administration, primary responsibilities will include:
Work closely with intra-divisional teams directly overseeing the management of Mobile Telecommunications and Public Communications Structures franchisees;
Maintain close working relationships with franchisee project management, construction, site acquisition, and RF engineering teams;
Serve as ombudsman to franchisees to address deployment challenges and recommend internal/external process efficiencies;
Monitor franchisee deployment activity to ensure that all required pre- and post-construction approvals and permits are acquired;
Develop metrics to measure the performance of internal and external processes;
Oversee construction activity across all franchise areas to minimize disruption to city streets;
Identify and implement optimized process efficiencies and develop updated processes and procedures to measure performance of internal and external groups;
Lead internal and external project status meetings;
Prepare and maintain detailed project trackers;
Advise the Executive Director and other Executive Staff regarding policy determinations related to wireless deployments;
Coordinate with the Public Information Office to promptly respond to correspondence from elected officials, press, and the general public;
Perform special projects and assignments, as assigned.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in “1” above; or
3. Education and/or experience equivalent to “1” above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in “1” above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in “1” above.
Preferred Skills
The preferred candidate should possess familiarity with New York City’s government structure; proven track record of managing large and complex telecommunications projects; advanced experience using standard project tools including Microsoft Project, Excel, and PowerPoint; ability to manage multiple tasks under tight deadlines; excellent verbal and written communications skills.

Day – Due to the necessary management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or evenings.
