Job Description
The New York City Department of Health and Mental Hygiene (NYC DOHMH)’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City’s response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders, BHHS leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; scientific research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.
The HIV Prevention Technical Assistance and Quality Management (TA) team has an opening for a Project Officer (PO). The HIV Prevention Program has awarded contracts to numerous agencies in NYC to provide HIV testing and status-neutral navigation services, including navigation and linkage support to immediate initiation of HIV treatment (iART), HIV primary care, PrEP, and PEP.
The Project Officer (PO) will work with healthcare facilities and community-based organizations (CBOs) awarded HIV prevention contracts to assist them in program implementation and quality improvement focused on scientific research epidemiological data collection and reporting. The position reports to a Senior Project Officer staff member within the Technical Assistance and Quality Management team. The PO will support clinical and non-clinical contracted agencies with their identification and selection of electronic record keeping systems to ensure their selection meets their contracted funding requirements. This candidate will also support agencies in their use of Electronic System HIV/AIDS Reporting & Evaluation (eSHARE), the New York City Department of Health and Mental Hygiene’s BHHS data reporting system for all agencies funded to deliver HIV Prevention and Care services.
The Project Officer will also assist in the development of content and delivery of learning collaboratives and trainings to support funded agencies.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Assist agencies in optimizing the use of Electronic Health Records (EHRs) for improving client flow and care, collecting and monitoring pertinent HIV testing epidemiological data, and building capacity to provide real-time quality assurance.
Develop and coordinate round table discussions for agencies to share best practices and leverage lessons learned from other grantees within the cohort.
Support Senior Project Officers in planning and execution of learning collaboratives.
Co-facilitate trainings for contracted agencies on use of the Quality Improvement & Management (QIM) data collection tool in Salesforce.
Support agencies with scientific research data entry into eSHARE, QIM tool, and any other epidemiological data collection tools and systems required of their awarded funding.
Support the Senior Project Officer serving as Data Lead for the TA team as well as the Research & Evaluation (R&E) team for tasks including but not limited to the following: data request.
data interpretation; data capacity building initiatives.
Responsible for developing scientific research surveys for funded partners using Alchemer software.
Attend joint site visits for funded partners and providing technical assistance as needed.
Manage and oversee Prevention contracts, as needed.

Minimum Qual Requirements

Preferred Skills
Must have professional working knowledge, a strong understanding of HIV/AIDS and STIs as well as the national and local Ending-of the Epidemic strategies.
Experience collecting, managing, analyzing and/or interpreting health research data preferred.
Prior experience working with electronic health record systems in a clinical and/or non-clinical settings preferred.
Prior experience working with clinical agencies, community-based organizations, and/or administrative staff required.
Intermediate to advanced skills in Microsoft Suite, Adobe, and Google Suite required.
Proficiency with Salesforce and Alchemer preferred.
Strong oral and written communication, analytical, and organizational skills required.
