Job Description
The Loans & TDA Work Unit manages all activities related to member’s funds in the TDA Program. The unit calculates maximum TDA contribution rates, reviews members’ contribution rate changes and monitors the IRS allowable maximum TDA contribution rates. The unit handles all TDA and TDAB withdrawals, partial, total, resignation, service purchase, hardships, and Required Minimum Distributions (RMD), as well as TDA over-max contributions and Line of Duty (LODI) refunds. Loans &TDA is also responsible for processing member requests for loans from the QPP and TDA Program.
Essential/Primary Responsibilities:
Maintains accounting controls by preparing and recommending policies and procedures.
Reconciles payroll discrepancies by collecting and analyzing account information.
Maintains financial security by following internal controls.
Complies with federal, state, and local financial legal requirements by studying existing and new legislation, enforcing adherence to requirements and advising management on needed actions.
Prepares case analysis breakdowns by collecting, analyzing, and summarizing account information.
Critically reviews and analyzes Loans and TDA payrolls to recommend and implement changes leading to best-practice operations.
Ensure compliance with relevant laws and regulations and integrity of financial data.
Coordinates workflow by making and reviewing work assignments, establishing priorities, and resolving related work problems.
Provides training, advice, and guidance to staff in the unit.
Minimum Qualifications
1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or
2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.
Preferred Skills
Ability to collect and organize accounting data, interpret its significance and make informed decisions. Ability to present account analysis in a clear and understandable manner to both internal and external users. Ability to solve difficult and complex accounting and related financial problems. Ability to maintain records and prepare reports and correspondence related to the unit. Ability to communicate effectively with others and be a good ‘team player’. Attention to detail and accuracy. Must have good judgment and problem-solving skills and be able to think strategically.
