The New York State Department of Agriculture and Markets (AGM) is seeking a Special Assistant to work within our Executive Office in Albany, NY. This position will work under the direction of a Deputy Commissioner and will work with programs across the Department of Agriculture and Markets (AGM) to develop, implement, and manage policies and initiatives. This Special Assistant will strategize, develop, implement, and manage policies and initiatives related to environmental and climate programs at the Department, including implementation of the strategies outlined in the Climate Action Council Scoping Plan, and the implementation of the Environmental Bond Act. They will collaborate and partner with AGM program, field, and leadership staff as well as leaders/executives from other state agencies. These agencies include the Department of Environmental Conservation, the New York State Energy Research Authority, and federal partners at the National Resource Conservation Service, the U.S. Department of Environmental Protection, and the U.S. Department of Agriculture. The Special Assistant will work with various constituent groups to develop programs related to farmland protection water quality, carbon sequestration, methane mitigation, renewable energy, and other climate and environmental policies. They will also evaluate and report on present and proposed policies and their impact statewide, regionally, and nationally.

The position is located at the Department of Agriculture and Markets’ headquarters conveniently located near the Albany International Airport at 10B Airline Drive, Albany, NY 12235. This is a management/confidential (MC) position in the exempt jurisdictional class that offers a competitive salary range of $95,056 – $120,156/year with excellent benefits. Appointment Process and Minimum Qualifications:

Special Assistant is an Exempt Class position within the NYS Civil Service Merit System. Section 41(1) of the Civil Service Law provides that the Exempt Class shall include “all other offices or positions for which the Civil Service Commission has determined it is not practicable to fill by competitive or non-competitive examination.” These positions are not tenure-bearing.

Approval for appointment to this position will go through the Budget Director Approval (BDA) process, including a fingerprint background check.

Minimum Qualifications: Bachelor’s degree in in environmental studies, political science, public administration, forestry, or a closely related agricultural or natural resources discipline and five years of experience in policy development, implementation or management and/or experience working on climate change, agricultural environmental management, soil and water conservation or renewable energy programs. Four years of specialized experience or an associate’s degree and two years of specialized experience may substitute for a bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
