Division of Food Safety and Inspection Summary:

The Division of Food Safety and Inspection provides a vital service to people across the state by working to ensure that New York State’s food and feed supply is safe to consume. From licensing businesses and conducting inspections, to collaborating with local, state, and federal partners on new and innovative approaches to food safety, this work is critical to ensuring that the safety of the food supply is maintained from producer to consumer.

Job Summary:

The New York State Department of Agriculture and Markets is seeking interested candidates for one Food Inspector Trainee position in Albany. The Food Inspector traineeship program is a two-year formal training program. The training provides the experience necessary to conduct specialized inspections at food manufacturers, processors, distributors, and retailers; and to report violations of standards as they pertain to wholesomeness, labeling, and advertising of food products and/or general sanitary conditions and inventory control.

This is a PEF Bargaining Unit-represented position that is in the competitive jurisdictional class. This opportunity offers a competitive starting salary of $45,617/ year and excellent benefits. Specific Duties and Responsibilities include but are not limited to:

Specific duties will include, but not be limited to:

Review inspection reports for the imposition of penalties and legal actions per protocol.
Compose and send request for legal actions.
Track legal referrals and maintain Legal Referral spreadsheet.
Compose monthly report for Legal Referrals.
Compose warning letters as needed.
Complete monthly reports for compliance rates with inspection numbers, follow-up inspections, compliance sessions, hearings, injunctions, and Article 28 compliance,
Track completion of FDA contract inspections.
Prepare and process FDA contract assignment packets.
Respond to phone and email inquiries.
Act as a liaison between field staff and Information Systems regarding sanitary inspection reports.
Review legal tickler files to determine if requested action is completed. Send inspection reports and required documents to Counsel’s office.
Assist in processing Preventative Controls inspections as needed.
Appointment Process:

Provisional Appointment: If there is no appropriate eligible list of at least three people willing to accept permanent appointment for this geographic location, the Department may nominate a qualified person for a provisional appointment under the provisions of Section 65 of the Civil Service Law.

Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

Minimum Qualifications for Provisional Appointment:

You must have 120 college semester credit hours which must include 18 credit hours in specialized courses related to: chemistry, microbiology, food quality control, epidemiology, entomology, food technology, food science, food processing technology, food sanitation, dairy science, biology, environmental sanitation, or environmental health.

Substitution: Full-time professional experience in a position in which the primary responsibility involves the application of scientific techniques in the areas of environmental health protection and sanitation of food establishments or quality control of food products at a wholesale food manufacturing facility may be substituted for a maximum of 60 college credits at the rate of one year experience equaling thirty semester credit hours.

Advanced Placement: If you are selected for appointment, you may, at the agency’s discretion, be appointed directly to Food Inspector Trainee 2 or Food Inspector 1.

To be considered for advanced placement to Food Inspector Trainee 2, you must possess, beyond the “Minimum Qualifications”, one additional year of experience in which the primary responsibility involves the application of scientific techniques in the areas of environmental health protection and sanitation of food establishments or quality control of food products at a wholesale food manufacturing facility. You must inform the agency of this additional experience at the time of interview.

To be considered for advanced placement to Food Inspector 1, you must possess, beyond the “Minimum Qualifications”, two additional years of experience in which the primary responsibility involves the application of scientific techniques in the areas of environmental health protection and sanitation of food establishments or quality control of food products at a wholesale food manufacturing facility. You must inform the agency of this additional experience at the time of interview.

Examples of Qualifying Experience: Environmental Health Technician, Food Inspector/Investigator, Meat Inspector, Quality Control Technician for a food processing plant or food warehouse, or Laboratory Technician conducting analysis of food or dairy products.

Examples of Non-Qualifying Experience: Food Service Worker, Restaurant or Food Store Manager, Chef, Butcher, Caterer, Food Warehouse Management or Foremen, Food or Beverage Comptroller, Banquet Manager, Steward, Food or Food and Sanitation Equipment Salesperson, Food Broker, or Pesticide Applicator.

70.1 Transfer Appointment Under Section 70.1 of the Civil Service Law

Minimum Qualifications:

To a Food Inspector Trainee 1, you must have one year of permanent, competitive, or 55-b/c service as a Farm Products Grading Inspector 1, or;
To a Food Inspector Trainee 2, you must have one year of permanent, competitive, or 55-b/c service as a Farm Products Grading Inspector 2, or;
To a Food Inspector 1, You must have one year of permanent, competitive, or 55-b/c service as a Dairy Products Specialist 1.
70.4 Transfer Appointment Under Section 70.4 of the Civil Service Law

Minimum Qualifications:

You must have permanent service in a title within two salary grades or one management/confidential grade and have served permanently for one year in that title.

AND

You must have passed the most recent Food Inspector 1 examination.

AND

Must have 120 college semester credit hours which must include 18 credit hours in specialized courses related to: chemistry, microbiology, food quality control, epidemiology, food technology, food science, food processing technology, food sanitation, dairy science, biology, environmental sanitation, or environmental health.

Substitution: Full-time professional experience in a position in which the primary responsibility involves the application of scientific techniques in the areas of environmental health protection and sanitation of food establishments or quality control of food products at a wholesale food manufacturing facility may be substituted for a maximum of 60 college credits at the rate of one year of experience equaling thirty semester credit hours.

55-b/c Appointment

Minimum Qualifications:
