55 B/C Qualifications:
This position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.
Candidate’s must possess a bachelor’s degree*. Please provide a copy of your 55b/c letter, and proof of your degree, when applying.
Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Reassignment Qualifications (DOL EMPLOYEES ONLY):
Current Department of Labor employees, with at least one year of permanent, contingent-permanent, or 55 b/c service as a Labor Services Representative (LVER)/Trainee 1/2; if you have less than one year, you must be reachable on the current eligible list for this location, if one exists.
70.1 Transfer Qualifications:
Candidates with one year permanent competitive, or 55 B/C service or the completion of a permanent traineeship in one of the following titles may qualify for transfer to Labor Services Representative (LVER), Grade 16 IF they also meet the veteran specific minimum qualifications below:
Labor Services Representative (and language parenthetic), SG 16
Jobs Program Specialist, SG 16
Supervising Labor Services Representative (and Spanish Language parenthetic), SG 20
All candidates must meet one of the following veteran specific minimum qualifications:
1. Served on active duty for over 180 days for purposes other than training and an honorable discharge or under conditions in the NYS Restoration of Honor Act. A copy of your DD-214 and/or a NYS Restoration of Honor Act letter will be required at the time of interview; OR
2. Was discharged from active duty because of a service-connected disability; OR
3. A member of a reserve component in the U.S. Armed Services under an order to active duty during a period of war or in campaign or expedition for which a campaign badge is authorized and an honorable discharge or under conditions in the NYS Restoration of Honor Act; OR
4. Was discharged by reason of a sole survivorship discharge.
70.4 Transfer Qualifications:
One year of permanent, contingent-permanent or 55 b/c service in a position allocated to a Grade 11 or higher, a passing score on the Labor Services Representative (LVER) exam and a bachelor’s degree*. Note: Candidates must not have failed the most recent examination for this title. Appointments are made at the Trainee 1 level.

Provisional Qualifications:
Must have a bachelor’s degree or higher, and must meet one of the following criteria for Veteran of the U.S. Armed Forces:
Either 1. Served on active duty for over 180 days for purposes other than training and an honorable discharge or under conditions in the NYS Restoration of Honor Act;*
Or 2. Was discharged from active duty because of a service-connected disability;*
Or 3. Was a member of a reserve component in the U.S. Armed Services under an order to active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and an honorable discharge or under conditions in the NYS Restoration of Honor Act;*
Or 4. Was discharged by reason of a sole survivorship discharge.*
A copy of your DD-214 and/or a NYS Restoration of Honor Act letter will be required at the time of interview.
The appointed candidate will have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
Hourly LSR’s are not eligible for transfer or reassignment.

Duties Description
STANDARD DUTIES:
As a Labor Services Representative/Trainee (Local Veterans’ Employment Representative) in the Division of Employment and Workforce Solutions, you will conduct outreach to businesses and engage in advocacy efforts with hiring executives to increase employment opportunities for veterans; encourage the hiring of disabled veterans, and generally assist veterans to gain and retain employment.
The duties assigned to Local Veterans’ Employment Representative (LVER) staff members will promote to businesses, business associations, and business groups the advantages of hiring veterans. Local Veterans’ Employment Representative (LVER) staff members will advocate for all veterans served by the Career Centers and ensure easier access to appropriate employment and training services for job seeking veterans in their local market areas.
Additional Comments
Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evening and/or out-stationed assignments.
Candidates with no previous state service will begin at the starting rate of the salary range listed above.
