Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
You must have a Bachelor’s degree*
Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service as a Labor Services Representative or Trainee 1/2; if you have less than one year, you must be reachable on the current Labor Services Representative eligible list for this location, if one exists.
70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 14 or higher determined to be similar by Civil Service.
70.4 Transfer Qualifications:
One year of permanent or contingent-permanent or 55b/c service as a Grade 11 or higher and a passing score on Labor Services Representative exam and a bachelor’s degree *. Note: Candidates must not have failed the most recent examination for this title.
55 B/C Qualifications:

Duties Description
Standard Duties:
As a Labor Services Representative with the Unemployment Insurance Appeal Board, you will provide administrative support for an Unemployment Insurance hearing office in addition to
assisting customers and providing a broad range of services to jobseekers and employers, both on an individual basis and through group presentations. You will interview customers to evaluate the nature of services desired, obtaining a complete work history including job experience, education, skills, salary ranges and job preferences. You will identify barriers to employment and develop solutions to these barriers. Intensive job placement assistance is key through developing skills-based resume, successful employment interview coaching, providing continuing job leads, conducting employment referrals and advocating for the job seeker when applying for a job. You will provide information on resources available through the Department of Labor.

Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
Candidates with no previous state service will begin at the starting rate of the salary range listed above.
Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.

Appointment method: Candidates must meet the minimum qualifications listed below in order to be eligible for appointment.
Non-Competitive: A Bachelor’s Degree in Business, Business Administration, Economics, Econometrics, Finance, Health, Health Administration, Health Policy, Law, Mathematics, Political Science, Public Administration, Public Health, Public Policy, Risk Management or Statistics and three (3) years of specialized experience in one or more of the following:
Research, planning, administration, and/or analysis of the policies and procedures affecting regulated entities and how they conduct business activities with the public and/or other regulated entities.
Research and analysis of State and federal statutes and regulations and their effects upon the business activities of financial services entities with regard to the public and/or other financial services entities.
A Master’s Degree in one (1) of the related fields or a J.D. may substitute for one (1) year of specialized experience. A Ph.D. in one (1) of the related fields may substitute for two (2) years of specialized experience.

The Department of Financial Services is seeking candidates for the position of Senior Inclusion Policy Specialist in the Statewide Office of Financial Inclusion and Empowerment within the Research and Innovation Division. Duties include, but are not limited to, the following:
Assists the Director and Deputy Director in identifying emerging strategies and policies related to community wealth building and anti-discriminatory financial services and develops proposals for deployment across the state;
Directs and manages agency projects by conducting research, developing implementation strategies, providing oversight, implementing policies and procedures, and providing recommendations to program staff to resolve issues and ensure project timelines are met;
Works with DFS business units to collect and analyze data related to household finances, small business, and community development to drive statewide policy development;
Conducts qualitative research and drafts reports, memoranda, presentations, and other written work products for internal and external stakeholders;
Assists in developing and drafting policy recommendations, and contributes extensively to the analysis of policy proposals, in consideration of DFS’s overall priorities;
Supports the development and maintenance of partnerships with internal and external persons and entities and meets with outside stakeholders to discuss programs and projects;
Other duties as assigned.
Additional Comments
Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,400 annual downstate adjustment.
