HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.
The Office of Enforcement of Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division.

Your Impact:

Housing Litigation Division (HLD) initiates litigation against building owners in Housing Court to ensure compliance with housing standards contained in the New York City Housing Maintenance Code and New York State Multiple Dwelling Law. HLD seeks orders to correct violations, civil penalties, access warrants, 7A Administrators and appears in tenant-initiated proceedings.

Your Role:

Under the supervision of the director of the Judgement Enforcement Unit (JEU) you will serve as an HLD Administrative Support/Community Coordinator in the Housing Litigation Division (HLD). Your responsibilities will include, but will not be limited to the following:

Your Responsibilities:
– Prepares and mails over 1,500 CPLR Article 52 documents per year, including restraining notices, subpoenas, Sheriff’s Executions, Notices to Judgment Debtor, Notices of Enforcement of Judgment Lien, Satisfactions of Judgment and Request to Vacate Lis Pendens to implement enforcement of Orders to Correct and Judgements obtained against buildings to preserve the housing stock in the community.
– Reviews responses to subpoenas and restraining notices.
– Prepares over 100 Accounts Receivables documents per year including Case Updates and Payment Forms.
– Performs clerical duties on behalf of attorneys including filing, copying, typing, faxing/scanning and mailing documents and letters.
– Research cases on internal databases and court database.
– Assist with preparation of legal documents including affirmations, Opposition, Motions and commencement of CPLR Article 52 special proceedings
– Conduct legal research.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

Preferred Skills

– Skills in written and verbal communications – Proficiency with PC software applications such as Microsoft Word and other databases, and in extracting information from various Agency databases – Ability to work efficiently under pressure and to respond to inquiries from the public and colleagues rapidly – Attention to detail.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
