HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth. ________________________________________
Your Team:
The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s affordable housing investment and ensure that these properties remain affordable and both financially and physically viable over the long-term. APM actively monitors the performance and regulatory compliance of City-sponsored projects and City-supervised Mitchell-Lama projects, and also manages the City-owned inventory of properties.
APM includes the Divisions of Asset Management, Housing Supervision, Co-op Readiness & Technical Services, APM Strategic Initiatives, Asset Resolution and Portfolio Analysis.
The Asset Resolution and Portfolio Analysis unit is responsible for providing key support services to APM it provides skilled financial services, including critical mortgage- and accounting-related tasks that generate revenue for the City and protect the value of the City’s existing assets.
Your Impact:
As a Deputy Director of Property Tax Accounting in the Asset Resolution and Portfolio Analysis unit within APM, you will be involved in the oversight of processing the yearly tax liabilities for the Shelter Rent Tax and the Gross Rent Tax portfolio. Oversight will come from managing a team of highly qualified accountants to ensure that billings are done on behalf of the city in the most timely and accurate of manners.
Your Role:
Your role will be that of a manager of staff, a go too expert for knowledge on property tax accounting matters and city council resolutions related to property tax accounting, a process change agent who will effectively utilize IT with staff to make the unit more efficient, and a trainer who will take the lead in training various parts of the agency in financial statement analysis. You will trouble shoot complex tax problems and offer recommendations to the City as to what direction and position to take.
This position reports to the Director of the Asset Resolution and Portfolio Analysis unit.
Your Responsibilities:
You will perform comprehensive analysis of troubled properties’ mortgages, municipal arrears, cashflow and physical needs, identifying problems and recommending solutions. You will be responsible for conducting an in-depth review of sponsor/owner entities and their holdings to determine the best course of action.
Your specific responsibilities will include, but are not limited to:
– Oversee the hiring and of staff to build out unit.
– Offer mentorship and supervisory duties for line accounting staff.
– Work effectively with HPD Tech and Data Analyst to develop IT systems to effectively manage workflow and monitoring of data.
– Ensure the timely completion of tax calculation and other assignments by staff.
– Assist Housing Supervision in its oversight of City Mitchell Llama projects by
– Leading off site audit team
– Calculating maintenance charge increases
– Verifying accurate SRT and GRT calculations by Tax Accountants.
– Lead and prioritize outreach to SRT and GRT recipients on tax exemption expirations.
– Chair meetings with various stakeholders internal and external.
– Conduct research and analysis of financial and regulatory documents e.g., mortgages, audited financial statements, City Council Resolutions and Regulatory Agreements
– Collaborate and liaise with other HPD and HDC divisions to identify, monitor and resolve GRT and SRT issues.
– Prepare reports, presentations, and written correspondence regarding SRT and GRT initiatives, or other special projects.
– Perform special projects and analysis as needed
Preferred Skills:
Candidates must have strong quantitative analysis and logical thinking skills. A degree in accounting is a must. Candidates must be detail-oriented and self-motivated. Preference will be given to candidates with a background in real estate finance, asset management and/or accounting. Preferred candidates should also demonstrate:
– Ability to perform financial analysis with experience assessing financial risk and recommending ways to mitigate risks
– High level of technical proficiency with Excel and other MS Office programs
– Ability to communicate clearly and effectively, both verbally and in writing
– Strong interpersonal skills with experience managing relationships and performing outreach
– Ability to effectively organize, prioritize, and manage multiple tasks and projects.
Minimum Qualifications
1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or
2. A four year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in “1” above; or
3.A satisfactory combination of education and/or experience which is equivalent to “1” or “2” above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
