Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title G-16 or higher and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.
Public Candidates for Provisional Opportunity (Open Competitive Minimum Qualifications): Either 1. six years of qualifying experience;**
Or 2. an associates degree in criminal justice, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security AND four years of qualifying experience;**
Or 3. a bachelors or higher degree in criminal justice, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security AND two years of qualifying experience;**
**Qualifying Experience: Experience in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings.
Types of Investigative experience that could be considered qualifying: Experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications.
Non-Qualifying Investigative Experience includes but may not be limited to: Experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement.”
Preferred Qualifications: Strong computer skills, including experience using databases. Ability to interpret written communications from the public and others. Excellent written, communication and interpersonal skills. Strong attention to detail and ability to meet deadlines.
Duties Description
The Investigative Specialist I will be responsible for: Developing investigative plans and performing investigations related to funeral firms and funeral directors. Arrange and execute in-house, field or phone interviews with complainants, attorneys, subjects of investigation and any other individuals whose input is necessary for completion of an investigation. Develop various legal and technical background material in support of case investigations and obtain and evaluate documentary evidence. Document all investigative activity, interviews, phone conversations and all findings in writing. Work closely with attorneys and management as part of the investigative process. Prepare reports and prepare investigative correspondence directed to specific audiences including investigative stakeholders, licensees, complainants, and the general public.
