Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title G-16 or higher and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.
Public Candidates for Provisional Opportunity (Open Competitive Minimum Qualifications): Either 1. six years of qualifying experience;**
Or 2. an associates degree in criminal justice, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security AND four years of qualifying experience;**
Or 3. a bachelors or higher degree in criminal justice, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security AND two years of qualifying experience;**
**Qualifying Experience: Experience in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings.
Types of Investigative experience that could be considered qualifying: Experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications.
Non-Qualifying Investigative Experience includes but may not be limited to: Experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement.
Preferred Qualifications:
? Strong computer skills, including experience using databases.
? Ability to interpret written communications from the public and others.
? Excellent written, communication and interpersonal skills.
? Strong attention to detail and ability to meet deadlines.
Duties Description
1. Formulate investigative plans and perform investigations related to medical misconduct.
2. Arrange and execute in-house, field or phone interviews with complainants, attorneys, subjects of investigation and any other individuals whose input is necessary for completion of an investigation.
3. Develop various legal and technical background material in support of case investigations and obtain and evaluate documentary evidence. Document all investigative activity, interviews, phone conversations and all findings in writing.
4. Work closely with nursing staff, medical coordinators, medical experts, attorneys and management as part of the investigative process.
5. Analyze statistical and investigative data, quality assurance material and criminal and malpractice information.
6. Prepare completed case reports to present to Investigative Committees of the Board for Professional Medical Conduct.
7. Prepare investigative correspondence directed to specific audiences including investigative stakeholders, licensees, complainants, and the general public. Provide accurate and appropriate information regarding Licensees’ compliance with Board Orders depending on the public or nonpublic nature of the Orders.
8. Monitor licensees under Board Order for compliance with order terms and conditions; investigate allegations of noncompliance and/or violations of Board Orders and conduct in-person interviews of licensees subject to Board Orders.
9. Vet and approve proposed monitors; Review monitors’ reports; maintain accurate file and database information; and investigate reports of relapse behavior or other violations.
10. Contact OPMC approved evaluation centers or individual evaluators to ensure availability to perform the evaluations; and track the evaluations to ensure receipt by OPMC.
11. Perform onsite inspections with investigative teams.
Additional Comments
This position may require travel including to areas that are not serviced by public transportation. Open-competitive Provisional candidates must have signed up to take the Investigative Specialist 1 Civil Service Exam.
