A bachelor’s degree and ten years of professional level work experience, five of which must have included managerial, decision-making, and/or oversight responsibilities in a state government agency, and significant policy experience in healthcare and financing. *
A J.D. or master’s degree may substitute for one year of the required experience; a Ph.D. may substitute for two years of the required experience.
Preferred Qualifications:
Possession of a license to practice medicine in New York State, Board certification in a medical specialty, and two years of experience in a clinical, hospital, or patient care setting. Demonstrated experience with regulatory oversight of licensed health care facilities and providers; developing policy options to support transformation of hospitals, clinics, physician practices and long-term care facilities and support services toward integrated, patient-center models; developing funding options at a strategic level for large health systems, safety net hospitals and other essential community health care providers; supporting health systems operational responses to public health threats and other adverse events. Ability to make excellent judgments, and exercise critical, analytical, and problem-solving skills under pressure and in time sensitive situations. Ability to compile, evaluate and interpret information and data from a variety of information sources. Ability to independently act on priority projects and issues. Ability to prioritize and complete work assignments in a timely manner. Excellent organizational skills to manage a varied and high-volume workload. Excellent written and oral communication skills with an attention to detail are required. Excellent interpersonal and communication skills including the ability to interact with colleagues and senior leadership inside and outside the agency and promote a solution-oriented culture.

Duties Description
The New York State Department of Health is seeking a Deputy Commissioner for the Office of Primary Care and Health Systems Management (OPCHSM). The OPCHSM is the responsible for the licensing and regulatory oversight of health care facilities and certain health care providers. The office formulates and administers policies that ensure accessible, high-quality, and affordable health care throughout New York State. It provides surveillance and oversight of licensed health care facilities and providers, to ensure provider compliance with federal and state rules and regulations including hospitals, diagnostic and treatment centers, funeral homes as well as oversight of the Bureau of Narcotic Enforcement, Office of Professional Medical Conduct and Bureau of Emergency Medical Services. The OPCHSM participates in the planning, development, and implementation of appropriate cost effective strategically located health care facilities and systems and oversees multiple funding programs including the Statewide Healthcare Facility Transformation Grant process that allocates funding in support of the healthcare delivery system. The OPCHSM is also working to increase access to high-quality, comprehensive, cost-effective, and culturally appropriate care for NYS residents. In addition, the Office is also responsible for identifying and implementing innovate models to grow the health care workforce.
The Deputy Commissioner is responsible for managing seven Centers within the OPCSHM including: Administrative Managements Service Group, Bureau of Narcotic Enforcement, Office of Professional Medical Conduct, Center for Planning, Licensure, and Finance, Center for Health care Provider Services and Oversight, Center for Healthcare Policy and Resource Development, and the Center for Strategic Health Initiatives.
Responsibilities of the Deputy Commissioner include:
Provide clinical oversight and management, policy guidance, direction, and supervision of the State’s regulation of health care institutions, including standards of practice and quality of care.
Manage, oversee, and provide direction for the development of primary care initiatives to improve the delivery of health care services in New York.
Develop and implement policy recommendations.
Provide program evaluation, reports, and feedback to Executive staff members concerning program issues.
Prepare and review regulatory proposals.
Serve as a representative of the Department of Health-on-health care regulatory and surveillance, and primary care issues in a variety of settings.
Plan, develop and promote policy and regulatory initiatives to improve quality and access to health care and equity.
Represent the Department and the Commissioner with other state and federal entities and stakeholders regarding OPCHSM activities.
Interface with the health care facility executives and medical directors, Executive Chamber and the Legislature regarding OPCHSM issues.
