Permanent Transfer: Current New York State Department of Health employee with permanent or contingent-permanent, competitive service as an Associate Health Planner (G23).
Provisional Promotion: One year of permanent competitive service a a Senior Health Planner.

Open-Competitive: Seven years of experience where your primary duty was performing two of the five following activities:
1) Health Services research and analysis of health care systems resources, beds, services allocations, or processes of care.
2) Demographic or economic analysis for projecting need for health care facilities and services.
3) Analysis of health care resources, staffing needs, usage patterns, health services quality, or patterns of clinical care.
4) Health care policy development and analysis on a statewide, regional, or county basis.
5) Preparation or review of CON applications in a State regulated health care facility or governmental agency.
Preferred Qualifications: Experience reviewing regulations and legislation; clear understanding of the legislative process.
Experience researching issues and summarizing results in written format. Ability to compile and analyze data.
Strong writing and organizational skills.
Ability to handle tasks in a fast-paced environment, and to manage multiple priorities simultaneously.
Skills in Microsoft Office including Word, Excel, and Outlook.
Duties Description
Policy development and analysis activities for the Office of Primary Care and Health Systems Management, including bill and public comment tracking and summaries.
Supporting work of the PHHPC Codes Committee.
Supporting work of the PHHPC Health Planning Committee.
Special projects as needed, including handling issues related to the Sudden Unexpected Death in Epilepsy webpage and fact sheets, and monitoring the BML.
Participate in RFA/RFP/SOI reviews as needed.
