Twelve years of professional experience, of which three years must have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization. A bachelor’s degree may substitute for four years of the professional experience; a master’s degree in an appropriate field may be substituted for an additional year of professional experience.
Preferred Qualifications: The preferred candidate should have experience in Medicaid financing and/or rate setting. Specifically, the incumbent will be responsible for oversight and development of the Medicaid Global Spending Cap as well as nursing home and long-term care rate setting. Knowledge of relevant governing NYS regulations/statutes and Federal requirements is preferred. A Master’s degree in Health Care Policy, Public Policy, Public Administration or a closely related field with experience involving analytical and quantitative work in health economics and/or health care financing is also preferred. Desired candidate will possess strong management and supervisory experience in the finance field and have the ability to handle multiple competing priorities.
Duties Description
Reporting directly to the Medicaid Chief Financial Officer who also serves as the Director of the Division of Finance and Rate Setting (DFRS), the Health Program Director 2 will serve as a Deputy Director for the Division and will manage and provide leadership in health care financing areas, including the Bureau of Public Hospital Reimbursement and Health Care Revenue, the Bureau of Global Cap, Rebates & Supplemental Programs, and the Bureau of Nursing Homes and Long Term Care Rate Setting.
Specific duties include but are not limited to the following: developing and making policy recommendations, and provide program evaluations, reports and feedback to the Division Director, and other OHIP and DOH Executive staff members; assisting the Division Director in the interpretation and implementation of Federal and State health care reform proposals consistent with the Governor’s priorities; assisting the Division Director in the development of budget proposals designed to improve quality and reduce cost in the Medicaid program; assisting and/or representing the Division Director when in meetings with high level management from Provider Agencies, other State Agencies, and the Governor’s office regarding Medicaid rate setting, policy discussions, and impacts of budgetary decisions; serving as a liaison with advocates, researchers, health care providers, local government agencies and others working on projects or strategies related to Medicaid rate setting, or the Federal government in relation to Medicaid State Plan Amendments in New York’s public health insurance programs; providing oversight, management and direction to ongoing activities and personnel in the areas specified above; conducting planning, quality assurance, and program evaluation and reform activities in support of DFRS programs; and developing and making policy recommendations, and providing program evaluations, reports and feedback to the Director of DFRS.
