Permanent Transfer Candidates: One year or more of permanent or contingent-permanent competitive service at or above a G21 and eligible for transfer via Section 52.6 of the Civil Service Law.
Provisional Promotion: One year or more of permanent or contingent-permanent competitive service as a Senior Health Planner, G18.
Open-Competitive Provisionals: Seven years of professional health planning experience in at least two of the following health planning areas:
1. Health services research and analysis of health care systems resources, beds, services allocations, or processes of care.
2. Demographic or economic analysis for projecting need for health care facilities and services.
3. Analysis of health care resources, staffing needs, usage patterns, health services quality, or patterns of clinical care.
4. Health care policy development and analysis on a statewide, regional, or county basis.
5. Preparation or review of CON applications in a State regulated health care facility or governmental agency.
Preferred Qualifications: Knowledge of the Alzheimer’s Disease and related dementias and related stakeholder community. Experience with programmatic and fiscal oversight, monitoring of contracts and the request for application (RFA) process. Strong analytical and communication skills, both written and verbal. The ability to think creatively and strategically. The ability to work independently, as well as in a team environment. Excellent organizational skills with the ability to prioritize multiple assignments. Proficient in the use of standard office technology and basic Microsoft applications, including Microsoft Excel. The capability to travel within NYS as needed.
Duties Description
The qualified and motivated individual will report to the Director of the Bureau of Community Integration and Alzheimer’s Disease. The incumbent will play an integral role in the Alzheimer’s Disease Program including leading and participating on the NYS Coordinating Council for Alzheimer’s Disease and Other Dementia. Responsibilities include facilitating interagency planning and policy, reviewing agency initiatives for their impact on services related to the care of persons with dementia and their families, and participation in the formulation of comprehensive policies relating to Alzheimer’s disease and services for persons with incurable dementia . The incumbent will provide oversight on contracts for the Centers of Excellence for Alzheimer’s Disease (CEADs) and the Alzheimer’s Disease Caregiver Support Initiative (ADCSI). The incumbent will also initiate program integrity activities related to fiscal planning and quality assurance. Additionally, the incumbent will provide supervision to professional positions with expertise in Alzheimer’s disease carrying out related functions; engaging in responding to state and federal reporting requirements; and supporting the Bureau Director, including representation at stakeholder meetings. This position also involves liaison roles with other key function areas in the Department of Health including Money Follows the Person (MFP) and the Office of Health Insurance Programs, and the NYS Office for the Aging. Other duties are as assigned and directed by the Bureau Director and Center Director and Deputy Director to develop and implement Medicaid Redesign and budget initiatives to meet Unit, Bureau, and Center goals.
