The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world’s busiest and most highly skilled emergency response agency. The Department’s main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. The Bureau of Fire Prevention cultivates a safer city for its citizens, visitors and first responders by preventing loss of life and property damage from fire and other emergencies. We accomplish this 24/7 by identifying fire and life safety hazards; creating, revising, and enforcing the New York City Fire Code; reviewing plans for critical systems designed to protect and alert building occupants; licensing qualified companies to install and service fire protection equipment and systems; certifying individuals to monitor fire safety conditions; and educating individuals and businesses about fire safety. In addition, the Bureau of Fire Prevention is critical partner with the Bureau of Fire Operations (Firefighters) and Bureau of Fire Investigations (Fire Marshals), providing assistance and guidance during post-fire incidents and investigations; and coordinating with other City agencies on matters concerning fire and life safety. The Bureau consists of Fire Protection Inspectors, lawyers, engineers, explosives experts, and Fire Officers work together to save lives in New York City.
The Fire Department, City of New York (FDNY), seeks a full-time Administrative Blasting Inspector in the Bureau of Fire Prevention. Reporting directly to the Deputy Bureau Head/Chief of Fire Prevention, the successful candidate will:
Direct in the day-to-day operations in the Explosives & Entertainment Unit, Hazardous Cargo Unit and Fireworks. This includes scheduling of sites and Inspectors for blasting, high and low explosives, escorts, special effects, pyrotechnics, fireworks, and storage of ammunition. Formulate policies and procedures. Design and implement Standard Orders and Procedures. Review all explosive plans and new product approvals. Design criteria to conduct post inspection audits, enhanced inspections, and billing to ensure compliance with appropriate codes and reduce corruption detection. Determine sites with hazards throughout New York City to avoid massive damage to NYC residents and premises. Ensure best practices are performed as it relates to Absence Control guidelines, Bureau policies and procedures and directives. Create a standardized Training in tandem with the Bureau of Fire Prevention Training Unit. Represent the FDNY during community boards, industry groups, law enforcement/governmental agencies including DOB, DOT, MTA, DEP, Secret Service (Presidential visits), NYPD office of Counter Terrorism and related high-level diplomatic visits. Provide technical expertise to city agencies. Conduct high level inspections and investigations on highly hazardous explosives projects including but not limited to the demolition of bridges, above and below ground blasting, fireworks, special effects and other critical explosive events. Make operational recommendations to Executive Staff.
Minimum Qualifications
1. Ten years of full-time, progressively responsible experience in the inspection and/or operation of a large-scale program involving blasting sites or special effects / fireworks display procedures, at least 18 months of which must have been in a managerial or administrative capacity and at least two (2) years of which must have been as a foreperson, inspector, or investigator in charge of a group of workers engaged in blasting operations or special effects / fireworks display operations and / or the regulation of explosives utilized by public works, industry, law enforcement, and fire service; or
2. Education and/or experience equivalent to “1” above. Undergraduate or graduate education from an accredited university in explosives engineering, explosives technology, or mining engineering may be substituted for non-supervisory experience at a rate of 30 semester credits for 1 year of experience, up to a limit of 4 years. However, all candidates must have at least the 18 months of managerial or administrative experience and two years of experience as a foreperson, inspector, or investigator as described in “1” above.
License Requirement
A Certificate of Fitness as a Blaster (E-10) or Pyrotechnic Special Effects Operator (E-18) issued by the New York City Fire Department.
Preferred Skills
Excellent verbal and written communication. Valid Blasting Certificate of Fitness E-10. Substantial experience in blasting, special effects, and NY Fire Code. Extensive knowledge of the Bureau of Fire Prevention and Explosives Unit.
