DEPARTMENT OF INVESTIGATION
The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the People of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds. In that role, DOI requests and obtains access to data created and maintained by more than 78 City agencies, and has developed data analytics functions across the agency to generate investigative leads, assist in ongoing investigations, and allocate investigative resources more efficiently and effectively. DOI is now seeking a Director of Data Analytics to manage data acquisition across the agency and develop data science projects and applications. DOI seeks a Director of Data Analytics who will lead a team of Data Analysts in support of criminal and/or policy-driven investigative activities. In this role, the Director of Data Analytics will work with DOI Inspectors General and their investigative staff to develop data science projects and analysis, and assign and manage the projects and analysis to completion. The Director of Data Analytics will manage data acquisition and analytics projects made possible by algorithmic, analytic, and machine learning approaches. The Director of Data Analytics will be expected to manage project requests from the Inspectors General and make recommendations to the executive leadership regarding resource allocation and priorities as needed. The Director of Data Analytics will be expected to develop procedures, systems, and processes to centralize data science staff currently distributed within DOI. The Director of Data Analytics will: • Manage a team of Data Analysts. Recruit staff, train staff on policies, procedures and data techniques, provide regular feedback to individual staff and evaluate performance. • Develop and enhance practices for generating investigative leads through patterns and trends related to fraudulent contractor and financial activity, City employee activity, and City beneficiary activity. • Develop and implement data harvesting, data analytics and other strategies that optimize statistical efficiency and quality, and oversee the work of staff conducting analysis. • Acquire data from primary or secondary data sources and maintain databases/data systems, collaborate with DOI IT staff to ensure security of information. • Develop quality assurance systems for data and manage processes to ensure data quality. • Develop strategies to utilize machine learning to enhance agency operations. • Serve as a liaison between DOI and other data analytics program areas throughout City agencies. • Work with technical staff and subject matter experts to develop and refine project approaches and methodologies, summarize findings, interpret and report on the outcomes of data analysis, and manage communications about the project. • Evaluate project requests and estimate resource requirements. • Report to the agency’s Executive Team on the status of projects and make recommendations regarding resource allocation when necessary. • Communicate clearly and effectively through compelling reports, presentations and visualizations. The successful Director of Data Analytics will be able to engage and inspire a talented data analytics team to use their technical abilities to fulfill the mission of DOI, and successfully collaborate with subject matter experts to use data to efficiently identify fraud, waste, or mismanagement in New York City funding and New York City government.
Minimum Qual Requirements:
A baccalaureate degree from an accredited college and four years of data processing or investigative experience, two years of which must have been in areas of EDP audit, internal control/quality assurance or computer security; or Education and experience equivalent to “1” above.
1. Master’s degree or advanced coursework in computer science, information systems or related field. 2. Strong analytical, written and verbal communication skills. 3. Experience managing a technical team. 4. Familiarity with data acquisition tools and techniques for SQL/NoSQL databases including ETL, is highly preferred. 5. Knowledge in object-oriented programming languages including Python, R, and one or more object oriented languages. 6. Knowledge of one or more data visualizations tools such as i2 Analyst Notebook, Cognos, Tableau, R libraries, SAS, and D3.js. 7. Be familiar with Machine Learning and Deep Learning, 8. Advance knowledge in MS Excel: VBA, Data Models, and ability to create Pivot Tables and complex nested formulas. 9. Be familiar with Big Data platforms and Cloud tools data mining, data cleaning, data warehousing and structures and one or more RDBMS systems. 10. Database related certifications from Oracle or Microsoft. 11. Superior project management skills and a demonstrated ability to deliver complex projects within specified deadlines. 12. Ability to exercise discretion on sensitive or confidential matters. 13. Demonstrated interest in law enforcement, criminal justice, or social service.

Work Location 1:
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
