4) Reduce black maternal mortality and make New York a model city for women’s health

Job Description:
The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children. The Division is comprised of the Bureau of Maternal Infant and Reproductive Health, the Bureau of Early Intervention, the Office of School Health, and the Bureau of Administration. The vision of the DFCH is that every child, woman, and family recognize their power and is given the opportunity to reach their full health and development potential. Duties will include but not be limited to:
-Coordinates with OSH units related to vendor-based processes, including yet not limited to IT or other internal or external partners.
-Under the direction of the OSH Nursing Unit leadership, with varying degrees of latitude for independent initiative, judgment and decision, manages the verification process for collection of EPSDT data from Agencies under contract with the OSH to provide school nursing services. This position is a key revenue generating position.
-Supervise staff to ensure that the weekly timesheets reconciliations are accurate and complete and that the deadlines are met.
-Establishes and reinforces guidelines and processes for completion of timesheets and job allocation by Agency Nurses/Vendors
-Provides agency Administrators and Supervisors with ongoing training about proper timesheet submission processes.
-Performs analysis of Agency Nurse Tracking (ANT) report of job assignments by the week.
-Completes verification that hours worked match hours in job allocation.
-Verifies timesheets have been received from all agencies including all nurses who have covered school assignments.
-Maintains ongoing contact with agencies to reconcile discrepancies.
-Develops and implements systems to track and report on hours worked and job allocation codes.
-Compiles report of all data and submits on a monthly basis to DOHMH Finance.
-Provides an analysis on vendor responsiveness.
-Provides ongoing quality assurance feedback on vendor timesheets.
-Provides ongoing analysis of process and assists in development of electronic systems to provide optimum efficiency in collection and verification of EPSDT data.
-Manages staffing schedules for the EPSDT team.
-Coordinates with OSH units related to vendor-based processes, including yet not limited to IT or other internal or external partners.

Minimum Qualifications
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in “2” above.
Preferred Skills
Microsoft Office Suite (Excel, PowerPoint, Word, Access, Outlook), data analysis, management and reporting, strong communication and relationship management, consistent attention to detail, ability to prioritize to meet established deadlines, strong organizational skills.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
