The Assistant Commissioner of Systems Engineering and Traffic Management will serve as part of the senior management team of the Traffic Operations Division. The selected candidate will report directly to the Associate Deputy Commissioner for Traffic Operations and oversee a professional staff of engineers and operations and administration staff.
About the Traffic Operations Division: The division is responsible for the oversight of 13,800+ signalized intersections, 350,000+ street lights, and New York City’s Traffic Management Center and automated enforcement programs as well as metered parking operations.
The Assistant Commissioner will be responsible for the deployment and operation of Intelligent Transportation Systems (ITS) to support a safe and efficient operation of New York City’s roadways and for implementing key Agency initiatives, including the Vision Zero goal of seeking to eliminate traffic deaths. The Assistant Commissioner will administer the System Engineering unit, managing the central control system of over 13,800+ signalized intersections, state-of-the-art Traffic Management Center, and the ITS projects and other smart city initiatives. The Assistant Commissioner is responsible for the identification and development of short, medium, and long-range strategies to ensure a safety-focused culture, cost-effective operations, on time and on budget delivery of capital projects, and a positive customer experience. The selected candidate will research, test, and recommend new technologies for deployment in New York City. They will represent the Department at meetings with various other City Agencies and outside stakeholders and performs related duties at the request of the Associate Deputy Commissioner.
The Assistant Commissioner is responsible for the operation of all ITS Traffic Management Programs, the Vehicular Traffic Signal Control System, adaptive control applications, and our state-of-the-art Traffic Management Center. In addition, the Assistant Commissioner is responsible for the implementation and operation of the citywide network wired/wireless communications to support all the ITS infrastructure. DOT’s advanced ITS projects include the Midtown in Motion Project, Smart Light Project in Staten Island, and Transit Signal Priority to support NYCT bus service. The job responsibilities include managing capital construction projects for ITS deployment, ITS data analysis, integration, design, and security. Familiarity with current and emerging standard methodologies on the design, delivery and operation of Intelligent Transportation Systems is essential to success in this position. The division receives over $80M of federal funds annually to support the TMC operation and ITS deployment. The Assistant Commissioner is responsible for managing all tasks related to this work and coordinates closely with federal and state agencies.

A key focus of the position will be on expanding equity in the DOT programs through both internal and external actions. Internally the selected candidate will work to build a diverse and inclusive workforce representative of the city as a whole including through hiring and retention. Externally the selected candidate will work to ensure that all appropriate programs are being delivered where they are most needed, including increased focus on areas where programs have not historically been well represented. These efforts are part of the larger agency and administration focus on equity.

Minimum Qualifications
1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
Preferred Skills
– Professional Engineer and extensive experience in traffic engineering. – Excellent oral and written communication skills. Preference will be given to candidates who have a minimum of 10 years of experience in ITS project management and budgeting, as well as five years of experience in a supervisory capacity. – Experience in writing technical proposals, contract specifications, and other executive reports. Previous experience developing the design, engineering support/review and quality control of multimillion dollar traffic capital projects. Proven ability to implement strategic intelligent transportation system initiatives that promote multimodal mobility in a large urban setting. – Managerial level participation in the deployment and expansion of state of- the-art fiber optic installations, electronic technology to reduce traffic congestion and improve traffic safety. – Broad scope of experience executing highly complex engineering programs and projects as well as development of policy to complement engineering objectives. Advanced experience and education in ITS Systems, ITS Technology and in the Connected Vehicle programs.
