The New York City of Department of Transportation (DOT) seeks an experienced Quality Assurance and Cyber Security Analyst to join the IT & Telecom, Quality Assurance (QA)/Quality Control team. The ideal candidate is expected to have a strong background as a Quality Assurance and Cyber Security Subject Matter Expert, to have knowledge of industry standards and best practices in IT architecture analysis, software development and testing, and data analysis, experience in manual and automated testing, cyber event alert triage, documentation, and investigation, knowledge of cyber security policies, and risk management. The candidate will implement industry best practices, procedures, and metrics to determine if software releases meet the required cyber security standards and has passed all quality control validation steps. The candidate will work with the QA, Security, Hosting and Development teams to continuously improve software development and testing processes, using the latest technology tools and frameworks.
Minimum Qualifications
1. A baccalaureate degree, from an accredited college including or supplemented by twenty-four (24) semester credits in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or
2. A four-year high school diploma or its equivalent approved by a State’s department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in “1” above; or
3. Education and/or experience equivalent to “1” or “2”, above. College education may be substituted for up to two years of the required experience in “2” above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience.
Preferred Skills
– Understanding of networks, protocols, and operating systems, including TCPIP. – Extensive experience in Functional, Regression, System integration (SIT), User acceptance (UAT), GUI, Security, Automated and Performance/Stress testing Data-validation, Browser and Operating System (OS) compatibility testing. – Ability to seek out vulnerabilities in IT infrastructures. – Understanding of architecture analysis, software development, and data analysis cyber event alert triage, documentation, and investigation cyber security policy development and review, auditing, and risk management. – Excellent computer skills, including but not limited to knowledge of multiple software programs (i.e. MS Word, MS Excel, Quality Center, etc.), operating systems, basic networking skills, and basic hardware knowledge. – Skilled in test script development, execution, defect reporting and tracking systems. – Experience with testing applications on mobile devices and understanding testing specifics of the native or “mobile responsive” applications. – Excellent written and verbal communication skills. – Interest and ability to learn new technologies and tools and acquire new skills. – Strong attention to detail and high concern for data accuracy and security assessments.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
