NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF’s computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work.
FIT is seeking a highly effective technologist with high caliber, strategic business communication skills for a transformational role within our Solutions Delivery Office (SDO). Led by the Solutions Delivery Officer, the SDO is our new, next gen Project Management Office (PMO) which oversees project intake, business analysis, project management, quality assurance, and user adoption to ensure timely, high-quality, effective deliverables that align with our business objectives. The Technology Adoption and User Engagement Manager will report to the Solutions Delivery Officer and work closely with their colleagues within the SDO to maximize the agency’s use of IT and data to reduce routine work, improve productivity, boost employee job satisfaction, and improve customer outcomes. Their responsibilities will include but not be limited to the following:
– Advocate for the end users’ technology needs through all phases of the digital products life cycle.
– Review all draft vendor and staff developed project plans to verify they include user-facing change management activities to ensure employees, users, customers – whoever uses the software – will have the skills and guidance necessary to use the software to accomplish their goals.
– Oversee the quality of IT training delivery and deliverables to ensure that everyone is trained and up-to-speed on workflows and required tasks.
– Work closely with business operations to monitor usage statistics to check for full engagement and to address software design or other technical issues resulting in productivity issues.
– Collaborate with SDO colleagues to ensure that all projects are turned over to operations in alignment with their strategic and tactical business objectives.
– Develop a technology adoption dashboard that reports out on the efficacy/usefulness of all software and helps to pinpoint products requiring improvement or replacement.
– Utilize data and research-driven insights to measure and report out on tech adoption and user engagement and establish a feedback loop to support informed decisions.
– Remain informed of digital trends and understand how they can impact business.
– Assist to communicate technology strategies and forthcoming releases to stakeholders and employees to engender awareness and enthusiastic support for automation.
– Ensure user awareness of all enterprise productivity tools and user readiness for all new system implementations.
– Work closely with product and project teams to strategically solve complex business problems and serve our customers.

Minimum Qualifications
Level I
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Level II
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, at least one year full-time work experience in a related field, or a master’s degree from an accredited college or university, in the areas described in “1” above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography, or computer science.”
Level III
1. A master’s degree from an accredited college or university in social science, economics, statistics, computer science, data analysis, geography, sciences, technology, engineering, mathematics (STEM), or a closely related field, with at least 12 credits or five courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
2. A baccalaureate degree from an accredited college or university as described in “1” above and two years of full-time, professional experience performing statistical analysis and programming work in any of the areas described in “1” above.
Special Note:
To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements of Level II, at least three years full-time work experience in a related field, or a Doctorate degree from an accredited college or university, in the areas described above, with at least 12 credits or three advanced courses in economics, public policy, econometrics, statistics, mathematics, engineering, geography or computer science.
Preferred Skills
– 3+ years of progressively responsible, project or product management delivery or training experience directly relevant to the job responsibilities. – Results-oriented team player with a sense of urgency and a commitment to quality coupled with the proven skills to lead through influence. – Demonstrated ability to motivate and inspire a diverse staff of professionals. – Outstanding presentation skills to both technical and executive audiences, whether impromptu on a whiteboard or using presentations and demos. – Strong enthusiasm relating to IT innovation, digital transformation technologies, and technological reform is expected. – Bachelor’s degree in computer science or a closely related field is preferred. – Excellent, related career experience within the financial services industry and/or the public sector is a strong plus.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
