DEPARTMENT OF CORRECTION

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The New York City Department of Correction has a unique opportunity for one Enterprise Risk Management Coordinator to support the agency’s Office of Preparedness and Resilience. Under the direction of the Director of Emergency Operations, direction and with latitude for decision-making, the candidate recruited will manage a wide range of administrative duties and executive support related tasks. Typical duties for this position include but is not limited to:

NOTE: All applicants must be permanent in the title of Administrative Staff Analyst or be on the Administrative Staff Analyst Exam.

– Assess agency risks, hazards, potential vulnerabilities, and gaps,
and craft improvement and mitigation recommendations.
– Conduct business impact analyses (BIAs) / Service Impact Analyses (SIAs)
of department essential services, processes, and operations
– Participate in risk assessments of department locations including
Rikers Island and non-Rikers Island locations.
– Support continuity of operations (COOP) and contingency planning and preparedness efforts.
– Develop and facilitate table-top exercises (TTXs), awareness meetings,
and trainings with stakeholders and units/divisions.
– Conduct after-actions of events and develop improvements plans/recommendations.
– Develop, codify, and make recommendations on emergency plans and policies.
– Facilitate meetings and activities with internal and external stakeholders.
– Represent DOC at interagency and internal emergency management & public safety meetings,
conference calls, field-support, and City command centers.
– Serve as a DOC representative for emergency activations at department
emergency operations centers or if necessary, in the field.
– Serve as an on-call emergency coordinator during business
and non-business hours as needed.
– Support any special project as directed by the Assistant Commissioner of Planning and
Preparedness or the Director of Emergency Operations.
– Perform related duties as assigned.

Minimum Qualifications

1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.

Preferred Skills

NOTE: All applicants must be permanent in the title of Administrative Staff Analyst or be on the Administrative Staff Analyst List. – Ability to communicate highly complex information clearly and succinctly, both orally and in writing. – Ability to work, focus, coordinate, and collaborate in high stress environments during business and non-business hours. – Ability to adapt to rapid change, multi-task, and meet restrictive deadlines. – Ability to be proactive and diplomatic. – Ability to work in a team setting or individually. – Excellent verbal and written communication skills, as well as strong listening skills. – Experience communicating and collaborating with uniformed and civilian members of staff. – Strong writing and editing experience & skills – Strong problem solving and facilitation skills. – Strong technical and project management skills preferred. – Emergency Management, Business Continuity, Security, or Fire Safety certifications from NYC Emergency Management, Federal Emergency Management Agency (FEMA), – Driver’s license not required but preferred.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
