DEPARTMENT OF BUILDINGS
Under the general supervision of the Deputy Director of the Proactive Inspections team, the Plan Examiner shall perform difficult, responsible, detail-oriented work in the engineering analysis of building structures, building facades, the examination of plans for the construction, alteration, or repair of buildings under the jurisdiction of the Department of Buildings and will perform work related to the following responsibilities:
– Examine and review plans, design and specifications for the construction, alteration, or repair of buildings under the jurisdiction of the Department of Buildings to note compliance with and violation of Construction Code provisions and other pertinent codes and regulations regarding structures, facades, materials, applications, and methods of construction, etc.
– Prepare a list of objections in accordance with Construction Code, Zoning Resolution, and other rules, regulations, or legislation as they apply to the legality of proposed building construction, alteration, or repair.
– Request inspections conducted by DOB inspectorial staff.
– Review DOB inspection reports and determine follow up enforcement actions.
– Coordinate with Borough Commissioners within the Department on the resolution of objections issued prior to application approval.
– Meet with owners, Architects or Engineer of Record, and permitted licensed General Contractors to review project status and review compliance with building codes, laws, rules, bulletins, and enforcement initiatives for application approvals and permits.
– Review and issue objections on Corrective Action Plans (reports) prepared by Registered Design Professional and determine follow up enforcement actions, as necessary.
– Prepare reports and recommendations on the approval of applications and the issuance of permits for building construction.
– Engage in research, investigations, studies, and examinations related to the construction, alterations, or demolition of structures subject to the provisions of the Construction Code.
– On occasion, shall be required to perform fieldwork to make on site determination of structural stability and safety.
– Perform audits of design documents, engineering drawings, operations at construction sites and test reports submitted by owners, Architect or Engineer of record, and special inspectors.
– Research previously filed reports, related job filings, and construction documents for emergency situations as directed by senior staff.
– Provide interpretations of the NYC Construction Codes and other applicable laws, rules, regulations including historic codes.
– Assist with the resolution of Stop Work Orders (SWO’s), design errors, construction errors, and deficient engineering designs.
– Assist with the resolution of shoring, and bracing options on emergency projects, construction errors, and deficient engineering designs.
– Prepare reports for the unit executive staff to assist in enforcement actions.
– Issue violations and commissioner orders to owners and Registered Design Professionals.
– Attend work hours and off hours training seminars.
– Maintain service level and backlog as set by supervisor.
– Assist with data analysis and determining trends as it relates to existing buildings.
– Support unit cross training, incident support, special assignments, and project management initiatives.
– Outreach to owners and design professionals on compliance issues.
– Additional duties and projects as needed.

Minimum Qualifications
1. License or Registration Requirement: A valid New York State Professional Engineer’s License or a valid New York State Registration as an Architect. Current New York State registration as a Professional Engineer or Architect must be maintained for the duration of your employment.
2. Education and Experience Requirement:
a. Four (4) years of full-time, satisfactory experience in architecture or civil engineering performing work in building design, building construction, or building equipment systems design, of which two years must be in building design or building equipment systems design; or
b. A Masters degree or higher in civil engineering, or a five-year Bachelor of Architecture or a Master of Architecture, and three (3) years of full-time, satisfactory experience in architecture or civil engineering performing work in building design, building construction, or building equipment systems design, of which two (2) years must be in building design or building equipment systems design.
Preferred Skills
– Strong working knowledge of the NYC Construction Code, rules, bulletins and TPPNs. – Strong background and experience in design and construction. – Excellent communication, verbal, and organizational skills. – Knowledge of building materials and structural systems. – Robust online research skills. – Proficiency in Microsoft Office Suite (Excel, Word, Outlook) Bluebeam. – Ability to write about complex technical issues in a clear and concise manner. – Ability to follow directions and unit SOPs, work independently, and collaborate effectively with others. – Must be able to understand and be understood in English.
