DEPARTMENT OF BUILDINGS
Under direction, with wide latitude for independent decision making, the selected candidate will be responsible for the following:
– Managing the unit’s caseload; overseeing and managing the gathering, analysis, and development of intelligence; plan, direct, and coordinate inspections based on intelligence analyzed and related investigations, as well as for tenant protection, homeless shelters, the Work Without a Permit (WWP) Watch List, and other compliance inspections regarding WWP and unlicensed contractors
– Developing and coordinating proactive enforcement initiatives
– Conducting final review of referrals selected for prosecution
– Preparing staff to testify at administrative hearings, and civil and criminal trials
– Supervising, assigning, and evaluating the work of staff
– Reviewing reports, actions, and orders issued by staff and supervising in-house training
– Representing the unit at meetings with inspection staff, technical staff, attorneys, paralegals, and other relevant stakeholders
– Responding to inquiries from the general public concerning actions taken by the unit
– Supervising and conducting interviews of subjects and witnesses; reviewing and editing related reports
– Utilizing various databases and web-based programs to verify and gather information and research public records
– Preparing, reviewing and evaluating all reports and recommendations submitted by staff
– Analyzing and Interpreting rules, regulations, codes, and policies
– Explaining and enforcing relevant laws and rules
– Testifying at administrative hearings, and civil and criminal trials
– May operate a motor vehicle in the performance of assigned duties

Minimum Qualifications
1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience conducting investigations to identify or gather evidence of criminal activity or fraud, or to verify or evaluate qualifications of persons for employment or licensure, 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff performing investigations or related work; or
2. An associate degree or 60 credits from an accredited college and six years of satisfactory full-time experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and eight years of satisfactory experience as described in “1” above; or
4. Education and/or experience equivalent to “1”, “2”, or “3” above. However, all candidates must have the 18 months of experience in an administrative, managerial, executive or supervisory capacity as described in “1” above.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
