DEPARTMENT OF BUILDINGS
Under the direction of the Director, Forensic Engineering, the Deputy Director shall perform difficult, responsible, detail-oriented work in the engineering analysis of building structures, building facades, the examination of plans for the construction, alteration, or repair of buildings under the jurisdiction of the Department of Buildings and will perform work related to the following responsibilities:
– Manage and supervise the Proactive Inspection team technical staff and Supervising Inspector.
– Manage the Predictive Analytics buildings program portfolio, work closely with the Predictive Analytics team to establish criteria for audits and inspections.
– Assign, coordinate, and manage workload of technical and inspectorial staff.
– Track results of audits and inspections conducted and prepare reports for executive staff.
– Provide ongoing feedback to analytics team on the success of the criteria provided and determining trends as it relates to existing buildings.
– Create monthly dashboard for executive staff communicating results and progress of the program.
– Work in close coordination with Borough Office management, The Emergency Response Team (ERT), New York City Emergency Management (NYCEM), Inspectors and other specialized units within the Department and often other city agencies in regard to the safety of compromised structures and take appropriate remedial actions.
– Perform in depth review of design documents for a wide variety of building projects and temporary construction equipment in paper and electronic formats and advising on engineering issues during the construction phase and existing buildings.
– Prepare a list of objections in accordance with Construction Code, Zoning Resolution and other rules, regulations, and legislation as they apply to the legality of proposed building construction, alteration or repair.
– Review and issue objections on Corrective Action Plans (reports) prepared by Registered Design Professional and determine follow up enforcement actions, as necessary.
– Request inspections conducted by DOB inspectorial staff.
– Review DOB inspection reports and determine follow up enforcement actions.
– Issue violations and commissioners orders to design consultants, licensed professionals, special inspectors, owners, and active construction sites.
– Perform fieldwork to make on site determination of structural stability and safety.
– Meet with owners, Architects/Engineers of Record, and permitted licensed General Contractors to review project status and review compliance with building codes, laws, rules, bulletins, and enforcement initiatives for application approvals and permits.
– Respond to emergencies/incidents as needed: 24/7.
– Coordinate with other federal, state, and local regulatory agencies and other New York City agencies on emergency projects.
– Represent the Department as expert and fact witness on technical and policy related matters in various legal proceedings, court proceedings, depositions, and ECB court hearings.
– Participate in industry outreach meetings and presentations for awareness and feedback related to the unit portfolio.
– Provide interpretations of the NYC Construction Codes and other applicable laws, rules, regulations including historic codes.
– Assist the Office of Technical Affairs and Code Development with NYC Construction Code revisions related to historic construction, structural and foundation provisions.
– Assist with the resolution of Stop Work Orders (SWO’s), design errors, construction errors, and deficient engineering designs, shoring, bracing, and demolition options on emergency projects.
– Attend work hours and off hours training seminars.
– Additional duties and projects as needed.

Minimum Qualifications
1. A valid New York State License as a Professional Engineer.
2. Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
Preferred Skills
– Strong working knowledge of the NYC Construction Code, rules and bulletins and TPPNs. – Strong background and experience in design and construction. – Excellent communication, verbal and organizational skills. – Knowledge of building materials and structural systems. – Robust online research skills. – Proficiency in Microsoft Office Suite (Excel, Word, Outlook) Bluebeam. – Ability to write about complex technical issues in a clear and concise manner. – Ability to follow directions and unit SOPs, work independently, and collaborate effectively with others.
