DEPARTMENT OF BUILDINGS

The Chief Elevator Inspector is responsible for field operations, accident inspections, investigations and inspector development. This role is also responsible for overseeing the regulatory inspections of citywide vertical transportation work as it relates to the construction, repair, and alteration of passenger, freight and sidewalk elevators, escalators, dumbwaiters, amusement rides and other devices.
Under direction:
– Manage a unit responsible for conducting efficient and effective inspection work to attain target goals. Plan, direct, and coordinate the work of the elevator unit. Assign, supervise, and evaluate the work of subordinates.
– Through the chain of command, inform the appropriate staff of problems or issues that require the intervention of senior staff.
– Meet with inspectors on a regular basis to resolve any concerns they may have about their duties or Department policies or procedures.
– Meet collectively with all unit personnel at least once per month to review unit concerns, operations, new technology, applicable codes, and provide relevant training.
– Utilize department analytics and priorities to deploy inspection personnel and ensure maximum efficiency, along with optimum service to the public.
– Explain and enforce laws and rules relevant to the field.
– Testify as needed, including at ECB, depositions, and court.
– Maintain electronic and hard copy records.
– Manage and perform cease use and restore to service elevator inspections.
– Represent the department at meetings and conferences with representatives of public agencies and private entities.
– Plan and conduct special surveys and investigations.
– May operate a motor vehicle in the performance of assigned duties.
– Perform other duties as required by the Director of Elevator Inspections.
Required Skills & Experience:
Must be knowledgeable in relevant NYC codes for elevators, escalators and all type of vertical transportation devices; Great supervisory and managerial skills and the ability to train other inspectors. Excellent communication skills, team player and problem-solving skills. Knowledge and use of computer. Detail-oriented.
Ten or more years in the actual assembly, installation, repair or design of elevators; as a maintenance elevator machinist with elevator manufacturers of recognized standing; as a maintenance elevator mechanic working on various standard makes of elevators; or as an inspector of the construction, alteration, maintenance, or safety of elevators; at least 5 years of which must have been in a supervisory capacity.
Licensing Requirement: Driver’s license valid in the State of New York
Preferred Certification: Qualified Elevator Inspector (QEI) and Mechanical Certificate NMRSO Level 1

Minimum Qualifications
1. Seven years of full-time satisfactory experience working at a construction trade or working as an inspector of construction, hoists and rigging, plumbing, boilers, or elevators; at least 18 months of which must have been in a managerial or administrative capacity; or
2. At least two years of experience, as described in “1” above, at least 18 months of which must have been in a managerial or administrative capacity, and a license as a professional engineer or registered architect issued pursuant to the education law; or
3.Education and/or experience which is equivalent to “1” above. All candidates must have at least 2 years of experience as described in “1” above, at least 18 months of which must have been in a managerial or administrative capacity. One year of experience will be credited for each year of apprenticeship in the construction trades or building inspection up to a maximum of three years of the general experience. Education towards a degree in architecture, architectural technology, construction management, engineering, engineering technology, or a related field from an accredited college or university will be credited on the basis of 30 credits for one year of experience, up to a maximum of four years of the general experience. One year of experience will be credited for each year of formal training or education in a field of study relevant to the construction trades up to a maximum of two years of the general experience.
