DEPARTMENT OF BUILDINGS

This position performs supervisory work in the engineering or architectural analysis of structures and building equipment systems, and the examination of plans for the construction, alteration or repair of buildings and equipment systems under the jurisdiction of the Department of Buildings.
Under direction:
-Supervise, guide, and mentor plan examination personnel to perform progressively more complex and challenging projects.
-Assign work, monitor team and individual examiner workload, and screen incoming jobs for completeness.
-Monitor team and individual examiner productivity to ensure smooth continuous flow of work and compliance with Agency service levels.
-Administer quality control checks to ensure complete and accurate project reviews that are documented with clear and concise objections based on Agency regulations, rules and procedures.
-Facilitate resolution of objections and proper approval of jobs by meeting with applicants, filing reps and examiners to correctly interpret and enforce regulations.
-Assist the Chief Plan Examiner to manage unit operations including developing and maintaining workload management plans, analyses, schedules, reports and spreadsheets, and performing assigned tasks as requested.
-Represent the Chief Plan Examiner at meetings in his/her absence or as assigned.
-Collaborate with the Chief Plan Examiner and other Assistant Chief Plan Examiners to address and resolve unit level issues, establish and review unit expectations and standards, and encourage improvement
-Interact with borough management and other units in the Agency, as necessary, to accomplish assigned tasks
-Perform original plan examinations, special audits, and zoning reviews; issue objections, and conduct meetings with applicants and filing representatives to resolve objections and approve jobs.
-Evaluate performance of team members throughout the year.
MINIMUM QUALIFICATION REQUIREMENTS
1. A baccalaureate degree in civil or mechanical engineering from an accredited college or university and either (a) one year of full-time satisfactory experience in civil engineering, mechanical engineering, or architectural work in building design or building construction or (b) a master’s degree in civil or mechanical engineering from an accredited college or university; or
2. A baccalaureate degree in civil or mechanical engineering technology from an accredited college or university and two years of full-time engineering or architectural work in building design or building construction; or
3. A baccalaureate degree from an accredited college and a master’s degree in civil or mechanical engineering from an accredited college or university, plus one year of full-time satisfactory experience in civil engineering, mechanical engineering, or architectural work in building design or building construction; or
4. A Bachelor of Architecture or a Master of Architecture from an accredited college or university, both of which are first professional degrees in architecture (please note that a baccalaureate degree in architecture awarded after a four year program does not qualify); or
5. A Bachelor of Science degree in architecture that is the first four years of a five year first professional degree program in architecture, and one year of full-time satisfactory experience in civil engineering, mechanical engineering, or architectural work in building design or building construction; or
6. A baccalaureate degree in architectural technology from an accredited college or university and one year of full-time satisfactory experience in civil engineering, mechanical engineering, or architectural work in building design or building construction.

Only permanent Assistant Plan Examiners (Buildings), applicants who are reachable on the Assistant Plan Examiner (Buildings) open competitive list, applicants who passed the most recent Assistant Plan Examiner (Buildings) open competitive exam, and applicants as indicated below will be considered.
Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.
If you permanent or reachable on the open competitive list of the following comparable civil service titles, you may be considered under that title: Assistant Architect, Assistant Civil Engineer, and Assistant Mechanical Engineer.
Work Location:
There are plan examination units in every borough. Transfers and work location changes may occur at any time with sufficient notice.
REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

3. A Bachelor of Architecture or a Master of Architecture from an accredited college or university, both of which are first professional degrees in architecture (please note that a baccalaureate degree in architecture awarded after a four year program does not qualify); or
4.A Bachelor of Science degree in architecture that is the first four years of a five year first professional degree program in architecture, or a Bachelor of Science degree in architectural technology from an accredited college or university and one year of full-time satisfactory experience in architectural work in building design or building construction.
