– Duties
– Summary

– About the Position: This position is located at Fort Hamilton in New York City, Bay Ridge Brooklyn, at the base of the Verrazano Narrows Bridge, which is a viable cultural area. It is 20 minutes to mid-town Manhattan. The Fort Hamilton Military Community has been home to the North Atlantic Division, U.S. Army Corps of Engineers; New York City Recruiting Battalion; and New York Military Entrance Processing Station. Commuter buses and trains are readily accessible from this location.

– Responsibilities
* Serves as the Contract Management Support Officer (CMSO) in the Resource Management Directorate.
* Responsible for assignments involving procurement planning and procurement program execution activities for projects within the overall procurement program of installation support services requirements.
* Establishes and maintains controls to ensure that contract award is accomplished according to guidelines and timelines.
* Collects quantitative and qualitative data in significant areas relating it to procurement and contract operations.
* Analyzes data and draws conclusions based on previous performance, current goals and objectives, projected performances, and possible impact on the acquisition program.

* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* The incumbent will be required to obtain and maintain a determination of eligibility for a Secret security clearance.
* Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
* This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
* This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

– Qualifications

– Position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent with out further competition.

– Position may be filled as a term appointment NTE 13 months, if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years.

– In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. – Specialized Experience: One year of specialized experience which includes 1) analyzing efficiency of an organization’s service contracts; 2) analyzing cost elements of contract proposals; and 3) facilitating contract review boards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

– You will be evaluated on the basis of your level of competency in the following areas:

– Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

– Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
