Duties Description
The Staffing Services Division is responsible for assisting State agencies with staffing New York State partner agencies. To better serve our partner agencies and make examinations more accessible and convenient for all, the Department is implementing a new examination model known as continuous recruitment testing that will offer testing on a continuous basis with examinations held via a hybrid of online training and experience exams, multiple-choice exams via remote proctoring (online), and in state-operated computer-based testing centers and this position will help play an important role in ensuring the success of this new approach to examinations.
Staffing Line Section: Serve state agencies by providing appointment and recruitment solutions to meet hiring needs as well as providing customer service to examination candidates and job seekers.
Continuous Recruitment Section: Assist in the development of continuous recruitment examinations and specialized hiring programs that will transform the New York State recruitment and hiring process.
Career Mobility Office: Provide career mobility services to state employees through training and individualized career counseling and provide continuity of employment services to employees impacted by a workforce realignment or reduction in force. Seeking candidates who are interested in public speaking/training and occasional travel.
Civil Service Institute: Provide professional development and training to public sector human resource professionals at State agencies.
Under the supervision of a Human Resources Specialist 2, Staffing, the incumbents of this position will be responsible for, but not limited to the following:
Providing merit system advice and guidance to assigned State agencies via phone call, email, and in writing.
Assisting agencies with the interpretation of Civil Service laws, rules, regulations and policies.
Reviewing minimum qualifications, open competitive examination applications, and provide customer service to applicants, candidates and agencies.
Monitoring, reviewing, and processing personnel transactions.
Review, research and make recommendations on Department of Civil Service and Civil Service Commission matters.
