General Description
This is a professional level staff position assigned to Mayor’s Office, Office of Financial Empowerment. The incumbent in this title is responsible for supporting various City-led financial empowerment programs and initiatives whose purpose is to improve the financial stability of low and moderate-income City households. The incumbent will report directly to the Director of Financial Empowerment and will have wide latitude for independent judgment and control over assigned responsibilities. Related work is performed as required.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. (See “http://www.cityofrochester.gov/article.aspx?id=8589935786” Provisional Appointment – FAQ’s) If you are already a City employee and have permanent, competitive status in your current position and appointment to this title would result in a provisional appointment in another department, you will lose your previous permanent competitive rights.
CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.
Typical Work Activities
Coordinates City-led financial stability programs for citizens designed to promote economic equality within the community;
Works with non-profit, private, financial institution, and government partners to identify and implement financial empowerment initiatives;
Applies for grants and secures resources for community wealth building, economic development, financial stability, and related programs
Assists in program planning, policy determination, and other activities related to financial stability, poverty, Community Reinvestment, and financial institutions
Coordinates opportunities for internal City departments and bureaus to support and integrate financial stability work into their service flows;
Maintains knowledge of all available external financial stability programs and coordinates the alignment of City policies and programs.
Minimum Qualifications
High School Diploma or Equivalent AND:
Bachelor’s Degree AND one (1) year of experience in planning, providing, and evaluating financial programs and services for the public; OR
Associate’s Degree AND two (2) years of experience in planning, providing, and evaluating financial programs and services for the public; OR
Four (4) years of experience in planning, providing, and evaluating financial programs and services for the public.
