TASK FORCE: FEMA Disaster Recovery and Homeland Security Grants UNIT: FEMA Public Assistance Fiscal JOB TITLE: One (1) Assistant Analyst / Analyst / Senior Analyst CONTROL CODE: BAW-21-02 SUMMARY: The Mayorâs Office of Management and Budget (OMB) is the City government’s chief financial agency. OMB’s staff of analysts and experts assembles and oversees the Mayorâs expense and capital budgets, which fund the services and activities of more than 70 city agencies. Within OMB, the FEMA Disaster Recovery Task Force works with City, State, and Federal agencies to help New York City recover from the COVID-19 pandemic. Specifically, this Task Force oversees the strategic deployment of the Federal Emergency Management Administrationâs (FEMA) Public Assistance funding across the five boroughs. The Fiscal Unit is responsible for providing budget management of all FEMA Disaster Recovery grants within the cityâs financial management system. Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but is expected to be at least four years. JOB DESCRIPTION: The duties of the position include the following: â¢ Work with a variety of agencies to process disaster-related claims and integrate FEMA Public Assistance funding into the City Budget. â¢ Oversee the development and improvement of grants management and tracking systems in partnership with OMB staff, FEMA, and City agencies. â¢ Develop and deliver reports to brief OMB staff, government agencies, and the public on recovery progress. â¢ Review grant applications, agency budgets, and project cost information to monitor progress towards full recovery. â¢ Process grants reimbursements.. â¢ Facilitate the grant close-out process working with agency, FEMA, and New York State staff to prepare and validate documentation.
Minimum Qual Requirements:
1. A baccalaureate degree from an accredited college.
QUALIFICATIONS: â¢ Previous experience with public finance or accounting strongly desired. â¢ Strong quantitative skills and attention to detail. â¢ Ability to work effectively with moderate supervision. â¢ Excellent interpersonal skills and outstanding written and oral communication abilities. â¢ Interest in learning about FEMA and NYS policies. â¢ Advanced skills with Microsoft Office software and ability to quickly learn new software. â¢ Experience working with the NYCâs Financial Management System (FMS) is preferred.
REQUIREMENTS: Assistant Analyst ($46,856+): Bachelor’s degree in Business, Finance, Economics or a subject related to the specific assignment with no or one year of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field. Analyst ($62,480+): Bachelor’s degree and a minimum of two years responsible administrative and/or budget experience; or an awarded Master’s degree in Financial Management, Business, Public Administration or a field related to the specific assignment. Senior Analyst ($70,291): Bachelor’s degree and a minimum of three years of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field, or an awarded Master’s degree in Business, Public Policy Administration, Finance, Economics, or related field, and one year of relevant experience.
