Full Job Description
The Office of Housing Services (OHS) is responsible for developing new supportive housing opportunities and monitoring service delivery at more than 200 scattered site and single site supportive housing dwellings. Supportive Housing programs serve individuals and families coming from chronic homelessness who have a mental illness and or a substance use disorder. In addition, the Office of Housing Services promotes the development of regulatory, legislative and systemic enhancements to supportive housing within the context of the larger NYC mental health delivery system and homeless services system. Agency program performance is monitored through data collection and analysis, ongoing site visits and program meetings. Program Specialists provide continuous technical assistance to support the programs delivery s of quality services to tenants. The office works closely and collaboratively with other offices within the Bureau of Mental Health across the Division and other City agencies to ensure that services provided in NYC are recovery focused, consumer driven and operating within the premise of Best Practices
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Supervising office staff to support and monitor their management of an assigned portfolio of contracted service according to relevant policies and procedures
Timely completion of scopes of service that clearly communicate the intended purpose of contracted services, the process by which the service is expected to achieve the intended purpose, and the Program Indicators s by which the program implementation will be evaluated
Timely review of budgets to ensure that all line items, deliverables or performance payments relate and support the implementation of the scope
Timely and appropriate response and resolution to questions, concerns and complaints from programs and consumers
Timely and appropriate corrective action plan to resolve audit deficiencies, egregious or persistent problems
Ensure program monitoring related communications and guidance to contracted providers promote quality and consistency in program monitoring
Ensure yearly assessment of program quality is conducted
Conduct direct management of an assigned program portfolio as per the Program Specialist role
Assist with the development of new programs, including drafting and evaluation of requests for proposal (RFP); drafting of scopes of service and program standards; and identifying key performance indicators (KPIs) for successful implementation and negotiating budgets
As needed, ensures the responsible closure or transfer of programs, including the appropriate transfer or termination of service delivery
Review program indicators of assigned programs to inform program performance evaluations, adjustments to program scopes and budgets to support programmatic improvements, contract renewals and terminations
Address questions, concerns and complaints from programs and consumers
Coordinate develop and conduct meetings and trainings to address staff and program needs
As needed participate in ongoing site visits to assess and review the quality of program monitoring
Review and discuss programmatic audits and fiscal issues with staff and providers
Review and negotiate program budget for optimal program performance
Identify potential program and contracting issues including budgeting that is impacting program services
Assist in the negotiation of contracts or MOUs between the Department, public and voluntary agencies
Act as liaison to government and interagency committees and represent DOHMH professionally at meetings, conferences and workgroups
Draft reports and correspondence on behalf of the Office and assist with the preparation of reports on agency functioning and service delivery as requested
Undertake and /or participate in special projects to evaluate and improve the quality of services, operations and needs of the public
Minimum Qual Requirements
A baccalaureate degree issued after completion of a four-year course in an accredited college or university and a master’s degree from an accredited school of social work, plus:
1. Six (6) years of full-time, paid, satisfactory experience in social work including (a) two (2) years of casework experience in a health, medical or psychiatric care agency adhering to acceptable standards; and (b) four (4) years in a supervisory, consultative, or administrative capacity or in teaching in an accredited school of social work, with at least one (1) year in a health, medical or psychiatric care agency; or
2. A satisfactory equivalent.
Preferred Skills
Experience providing supervision to direct service staff within a setting that serves to homeless or formerly homeless person and persons with a serious mental illness and/or a substance use disorder homeless.
Possess exceptional written and verbal communication skills, strong analytical and problem-solving skills and the ability to manage competing priorities and track progress to adhere to set timelines.
Strong computer and data management skills, including software such as Microsoft Excel and Word. Proficiency with Microsoft Word, Excel and Power Point
