NYC Parks is an award-winning city agency that oversees public spaces for New Yorkers to connect, play and enjoy. These public spaces, representing over 30,000 acres or 14% of the city’s land, encompass natural areas, parks, playgrounds, beaches, ballfields, basketball courts, athletic fields and a diverse array of structures including recreation centers, sporting facilities, historic houses, pool facilities, nature centers, marinas and performing arts spaces. The Capital Division at NYC Parks is responsible for managing the design, construction, and administration of capital projects to expand, improve and revitalize these public spaces.

Major Responsibilities

– Reporting directly to the Commissioner, with the broadest latitude for the exercise of independent judgment, initiative and scope of action, oversee the Capital Projects Division, including the following program areas: Landscape Architecture, Architecture & Engineering, Fiscal Management, Contracts & Procurement and Strategic Initiatives.
– Manage a portfolio of over 600 Capital Projects, executed by 450 full-time staff operating within a 10-year $9B budget to renovate and build new parks, playgrounds, and recreation facilities throughout the five boroughs of New York City.
– Create, develop and implement flexible, effective and adaptable strategies for executing the design, procurement, and construction of projects on a timely and cost-efficient basis. Strategies should keep with current and emerging sustainability and climate change practices and new technologies.
– Collaborate with external consulting firms, including those in the design, engineering, and construction fields, to execute Capital Projects.
– Align the Capital Division’s projects with the priorities of other Parks divisions, particularly maintenance and operations, to function seamlessly and effectively.
– Work collaboratively with internal and external partners as well as other City agencies to prepare ongoing budget requests with the Office of Management and Budget, City Hall and others. Advocate effectively with elected officials for new funding for Capital Projects.
– Represent Parks at high-level meetings, including developing presentations and making recommendations.
– Work closely with key internal partners, including other City agencies, the Mayor’s Office of Operations, the Mayor’s Office of Contracts, the Office of Labor Relation, the NYC Comptroller and others to manage and cultivate existing and new relationships.
